Job Summary:

This position is responsible for a full range of Human Resources administrative support for the units within the agency as business needs require. This position works with highly confidential information, and interacts with all levels of management, administrative personnel, and employees. It is responsible for providing technical, procedural guidance and direction, and training of personnel processes and procedures to administrative personnel to ensure compliance with ADOT Policies and Procedures and State Personnel Rules. It interprets program requirements and provides problem research and resolution. This position is responsible for timely coordination and processing of human resources activities including recruitments, benefits, incentives, resignations, 1'9 processing, and personnel documentation. It provides progress updates on all pending personnel actions. It reports to the Sr. HRBP and collaborates/partners with other HR staff to seek resolutions.

This position utilizes a hybrid work environment with up to three days of remote work (contingent upon business needs). Candidates should apply with an ability and willingness to work in-office at least two days per week (with the potential of up to five days per week as business needs necessitate).

Job Duties:

Facilitates and/or processes various personnel actions including Position Description updates, Reallocations, Salary Change Requests, and Personnel Action Forms. Provides research and guidance to administrative personnel and leadership regarding personnel changes including communication of timelines and status updates.

Coordinates recruitment processes including tracking, monitoring, and communicating status updates. Serves as the primary resource for smaller units (as assigned) to initiate recruitments. Assists in completing new hire paperwork as required. Conducts and/or participates in interview panels and job fairs as needed. Processes reference checks for assigned areas.

Serves as a Proxy and subject matter expert (SME) for the agency's performance management system to research and address discrepancies and issues. Assists in validating incentive eligibility for employees across the Agency. Serves as a point of contact for questions regarding resignation and retirement for employees and leaders. Ensures compliance for these actions.

Provides technical expertise, guidance, direction, and training to program ASO's and assistants in coordinating personnel activity and documents flow in accordance with applicable policies. Maintains position control maintenance and quality control of personnel actions. Serves as backup ASO when primary is unavailable.

Selective Preference(s):

  • Experience working with all areas of Human Resources including staffing, classification and compensation, employee relations, and benefits.
  • Experience with HRIS and quality control of personnel actions.

Pre-Employment Requirements:

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
