Special Service for Groups, Inc- HOPICS is Hiring a Program Supervisor (E6) Near Los Angeles, CA

Summary

Under the direction and supervision of the Program Manager, the Program Supervisor will be responsible for providing leadership, mentoring, training and program quality assurance to our Multi-Disciplinary Outreach Teams, in order to ensure the highest quality provision of services. Program Supervisor’s primary responsibilities will be to conduct daily tracking of outreach activities, be responsible for day-to-day oversight of field operations, develop and coordinate relationships with partner agencies, ensure program quality control and documentation accuracy, provide ongoing training to all the E6 teams, and to monitor follow-through of client linkages and referrals.

Under the direction of the E6 Program Manager, the Incumbent will be responsible for:

Essential Functions

  • Must know, understand, and be able to articulate the mission, vision, and core values of HOPICS
  • Establish a working knowledge of all HOPICS programs and their eligibility criteria for referral and linkage purposes
  • Ability to understand and carry out oral and written direction.
  • Assist in creating Client services plans, notes, assessments and linkages
  • Understand the landscape of homeless services in SPA6
  • Conduct outreach in the field with the multi-disciplinary treatment teams
  • Complete CES packets
  • Monitor staff outreach efforts to ensure high quality service provision
  • Track daily staff outreach activities and report summaries to the E6 Outreach Program Manager
  • Assist in weekly reporting to HOPICS management
  • Establish and maintain working relationships with partner agencies, with housing providers, mental health, substance use and primary care providers, law enforcement agencies, benefits programs, employment programs, and other supportive service providers in SPA6
  • Monitor follow-through for clients linked to services, including mental health, substance use, primary care, housing and benefits programs to ensure clients are receiving services and to assist them in system navigation to achieve housing stability
  • Provide quality control duties to ensure required documentation in client charts is accurate and up-to-date
  • Assist E6 Outreach Program Manager in program quality improvement projects
  • Supervise the Green zone teams and other teams as needed
  • Attend SPA 6 CES Community Design Team meetings
  • Attend daily E6 team “huddles” and weekly programming meetings
  • Work closely with the SPA6 Outreach Coordinators to plan daily outreach activities
  • Provide ongoing training and support to all the E6 teams
  • Develop training materials to ensure proper and ethical outreach by all E6 staff
  • Attend division wide meetings and trainings as needed or required.
  • Attend all program, department, and funding specific meetings and trainings as required or needed.
  • Facilitate internal referrals and/or appointments within HOPICS and coordinate services with other HOPICS programs.
  • Perform any other appropriate responsibilities as assigned by the E6 Outreach Program Manager, Senior Manager for Community Services & Division Director.
  • Maintain accurate files/records on activities, client services in compliance with HIPAA, CFR 42 and other funding requirements for auditing purposes.
  • Attend meetings associated with other projects as assigned by the E6 Outreach Program Manager, the Senior Manager for Community Services or the Division Director
  • Maintain appropriate boundaries with staff, clients and community partners.
  • Adhere to SSG’s Code of Ethics and HOPICS’ Core Values.
  • Represent the Agency in a professional manner at meetings and community events.
  • Responsible for coordinating van usage, van maintenance and upkeep
  • Identify knowledge gaps and provide appropriate ongoing outreach training to address staff training deficits
  • In conjunction with the E6 Outreach Program Manager, assist in oversight and supervision of E6 Outreach Case Managers.

Some evenings and weekends required.

Minimum Qualifications – Knowledge, Skills and Abilities Required:

MSW, MPH or MFT degree from an accredited university OR 5 years’ experience working in the social service field If in recovery, a minimum of three (3) years of being drug and alcohol free is MANDATORY.

Ability to work with clients from diverse cultural, ethnic, and socio-economic backgrounds.

Verification of Employment Eligibility and Background Clearance Ability to communicate effectively, both written and orally. Valid driver’s license and reliable transportation. Current proof of Auto Insurance required.

TB test required (Not more than (3) months prior to or (7) days after date of hire and renewal annually thereafter.)

CPR and First Aid Certification required within 30 days of employment with company. Ability to use Excel spreadsheets, HMIS, and word processing skills required. Ability to understand and carry out oral and written direction. Knowledge of various community based treatment providers is necessary.

Must be fully vaccinated for COVID-19 and show valid proof. Must be tested every 30 days for COVID-19 and upload the test results into our HR system, and adhere to all Division and Agency safety protocols, until governing bodies (CDC, State of California, etc) and SSG determine the pandemic is over.

Supervisory Responsibilities:

The Program Supervisor will be responsible for supervision of outreach teams, and may be responsible for other staff as needed. The Program Supervisor will be responsible for approving staff timesheets, disciplinary actions, staff evaluations and other duties associated with administrative supervision as necessary.

Environmental Conditions (Working Conditions):

The environment for this position is office and field based. Must be able to work in an environment with many priorities, busy, and fast paced. Must be able to problem solve, adapt to changes that are unpredictable. Must be able to work with highly aggressive clients. Must be able to work in various shelter environments.

Exposed to highly aggressive clients: must communicate too many sources including courts and outside community agencies: sometimes noisy, loud and disruptive clients.

Physical Requirements:

In the course of performing this job, the incumbent typically spends time sitting, standing, walking, speaking, thinking, listening, and carrying (20lbs). Will spend some time each week providing oversight to outreach teams operating in possibly dangerous situations near streets, river bottoms and homeless encampments. Must sit at computer for data entry and reports: sometimes spend time driving and walking and carrying equipment/files/charts. Assisting client with moving their personal belongings. Speak to staff and outside agencies in public meetings and Provider Meetings. Represent the Agency in a professional and positive manner
