MUST HAVES: A degree in Civil Engineering, or Geology, or has experience as a Special Inspector in Clark County, Nevada (actual experience, not familiar with what they do).
IDEAL CANDIDATE also has: already works in Clark County and has been part of the QAA system here (not just doing construction management). Has experience writing QAA reports and has performed Special Inspections.
