The Southern Nevada Regional Housing Authority (SNVRHA) is currently recruiting for a Director of Human Resources to join our team. Position Summary

The Director of Human Resources is responsible for the strategic direction of the Agencies HR organization, its practices, and operations to meet the needs of the Southern Nevada Regional Housing Authority (“SNRHA”). The incumbent will lead the planning, development, and implementation of policies that include diversity, equity, and inclusion programs (DEI), staff activities, and service delivery strategies organization-wide. The leader will also facilitate strategic planning, change management, and organizational design aligned with the mission and vision of the SNRHA.

Duties and Responsibilities

  • Directs all HR functions and work of staff including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; occupational health and safety; and training, development, recruitment, and payroll.
  • Collaborates with senior leadership and the board to understand the organization’s goals and strategy regarding recruiting, retention, and HR functions.
  • Coaches and counsels SNRHA management and staff on HR policies, procedures, processes, and employment-related issues to implement organizational objectives and minimize liability.
  • Champion, drive, and install best-in-class DE&I framework to expand and enhance employee engagement.
  • Fosters an environment of dialogue, collaboration, community, and inclusion.
  • Leads training and develops the knowledge capacity of staff on fair employment practices and DEI.
  • Leads the development of key metrics to track the progress of HR initiatives and DEI strategies.
  • Consult and partner with the Union to gain input, approvals, and insight on process and compliance.
  • Oversee, participate in, and serve as a point of escalation for workplace investigations and employee relations; direct and engage in collective bargaining, contract management, and regulatory and compliance activities; assist with labor negotiations and dispute resolution.
  • Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization’s human resource compliance and strategy needs.
  • Identifies staffing and recruiting strategies and implements plans to identify talent for SNRHA; identifies appropriate and effective external sources for candidates for all levels within the Authority.
  • Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations and recommends best practices; reviews and modifies policies and practices to maintain compliance.

This position is NOT eligible for participation in the collective bargaining unit (SEIU) representing certain Southern Nevada Regional Housing Authority employees.

Minimum Qualifications

Minimum qualifications are intended to identify applicants most likely to perform successfully. Applicants who meet minimum qualifications are not guaranteed an interview; however, they are further assessed to determine how well (s) they meet the position's minimum qualifications and the agency's immediate needs. Applicants should possess the following:

  • Bachelor’s degree in Human Resources, Business or Public Administration, or a closely related field;
  • Five (5) years of increasingly responsible experience in an HR leadership role.
  • Excellent verbal and written communication skills; strong presentation skills;
  • Demonstrated proficiency with Microsoft Office Suite and industry-specific program software (e.g., ADP).

Preferred Qualifications

Preferred qualifications are desired above and beyond minimum qualifications that demonstrate additional education, experience, training, or other credentials. Preference may be given to applicants who possess the following preferred qualifications:

  • Advanced degree in Human Resources.
  • PHR or SPHR or SHRM-CP or SHRM-SCP
  • Previous Public Housing Authority, Public sector, or Social Service Agency experience.
