I. DESCRIPTION OF SERVICES

Texas Department of Housing and Community Affairs requires the services of 1 Project Manager 3 , hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 3, Project Management and the specifications outlined in this document for the Texas Department of Housing and Community Affairs .

All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Department of Housing and Community Affairs and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Housing and Community Affairs will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Texas Department of Housing and Community Affairs (TDHCA) will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate.
The Project Manager will assist with finalizing the RFO for customized software development that will accept, review, underwrite and asset manage multifamily housing tax credit applications and awards. The major goals of the customized software are workflow management/automation, an internal working portal/interface, a central repository of data and documents, report generation, and an external user portal for uploading of housing applications and documents. The Project Manager will be responsible for finalizing the RFO with TDHCA project team, submitting the RFO for bid, reviewing vendor bids with TDHCA project team, and awarding the single contract. They will be responsible for documenting the environment and ongoing maintenance of documentation; they will organize, plan & collaborate with TDHCA staff and software vendor to achieve TDHCA's robust needs. The Project Manager will be accountable for successful project delivery, outcomes, and customer satisfaction to the Agency and external users. They will set project goals, time frames, assist with budget estimates & status reports, and submit vendor invoices for payment. They should have the ability to address changes, make sure the project aligns with state of Texas information technology (IT) controls (Texas Administrative Controls (TAC) 202, Texas Government Code (TGC) 2054) and assist with creating team standards. This individual will work under the supervision of the TDHCA Director of IS and Director of Real Estate Analysis; they will have a wide degree of latitude for the use of initiative and independent judgment. The Project Manager will assist with all team efforts.
ESSENTIAL FUNCTIONS:
•Process Consistency: Directs, develops, evaluates, and establishes processes used by software vendor to ensure they are adhering to procedures consistently and confirms scope and schedule changes are documented, approved, and understood by project team members. Oversees and develops project budgets, schedules, works plans, resource requirements, cost estimates, and cost projections. Documents and monitors exceptions to standard IT policies, processes, and best practices.
•Deliverable Quality: Oversees, monitors, and manages the quality of highly complex, customized software build-out and works to identify continuous improvement measures/root cause and corrective actions. Verifies project deliverables are acceptable, fulfill terms of the team agreements, and are within time and budget. May oversee the deliverables of contract work.
•Customer Satisfaction: Communicates routinely to project team members and other stakeholders; actively soliciting and addressing customer and project team feedback.
•Leadership: Responsible for problem management, issue resolution, and risk identification and mitigation. Must take ownership of the project.
•Vision: Articulates a clear view (current and future) of the software to the TDHCA project team and external customers. Evaluate the project on defining and meeting strategic goals and objectives. Identify Full Time Equivalent (FTE) employees necessary to maintain the software, i.e. to provide software fixes and changes after going live. These changes may be required legislative changes, or annual changes to the TDHCA program rules and application process.
II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Project management experience to include at least 5 years' experience as lead project manager for multi-million-dollar projects. 8 Required Knowledge of project management theories and practices applicable to projects that are highly complex in scope; systems and procedures used to evaluate a third-party vendor's performance. 5 Required Project management experience with customized software development specializing in workflow management, file management, and reporting. 5 Preferred PMP certification.
III. TERMS OF SERVICE
Services are expected to start 07/10/2023 and are expected to complete by 08/29/2025 . Total estimated hours per Candidate shall not exceed 4160 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Housing and Community Affairs . Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.

The primary work location(s) will be at 221 East 11th Street, Austin, Texas, 78701 . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Housing and Community Affairs will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Housing and Community Affairs .
V. OTHER SPECIAL REQUIREMENTS

Worker Skills and Qualifications
  • Create or support the development and maintenance of complete project management plans and project schedules that include all work breakdown structure (WBS) elements of the project business such as milestones and critical path activities.
  • Work with appropriate personnel to define scope, timelines and budget.
  • Ensure the timely posting of all required project management artifacts and approvals in compliance with our methodology standards.
  • Support the project by facilitating project logistics.
  • Create and implement communication plans. Prepare reports for leadership regarding the status of the project.
  • Route documentation for review with document owner by established scheduled deadlines and obtain all required approvals for publishing.
  • Review and edit documentation to ensure validity and accuracy of information.
  • Monitor the overall progress of the project to ensure that goals are achieved within the defined scope, time, and budget.
  • Identify and communicate issues and risks to the appropriate parties, and find timely resolution of issues and mitigation of risks.
  • Manage project change requests through established processes.
  • Participate in project meetings, capture status updates and action items.
  • Proactively engage with all members of the project team to create and deliver complete presentations on project goals and plans, including status reports.
  • Maintain budget records, reconcile accounts and prepare statements of expenditures and invoices for the project.
  • Measure, track, and evaluate progress against the project plan, deliverables, milestones and required tasks
  • Project manage the 24-month software development project.
  • Apply project management and product management practices.
  • Produce and deliver reports that include project progress, schedule, budget, risks, and issues.
  • Adapt to periodic changes to scope, schedule, and resources.
  • Obtain peer and management approvals of project deliverables.
  • Proficient with Microsoft Office tools.
  • Communicate fluently in English, both orally and in writing.
