Job Title District Director of Human ResourcesQualificationsApplicants must have or be able to attain an Arkansas District-Level Administrator License. Applicants must possess effective leadership skills, with a proven background of experiences at the building and/or district level. At least five years administrative experience is required. Both building-level and district-level administrator experience is preferred.

Evaluator Superintendent
Job GoalThe District Director of Human Resources is responsible for personnel functions including staffing, hiring, counseling, policy administration and record keeping for all licensed and classified staff. Plans, coordinates, and supervises the operations of the human resources office. Participates in labor relations, benefits administration and special projects as requested by the superintendent.
Specific Job Duties/RequirementsEmployee Services and Support
  • Create, upload, and manage all contracts for certified and classified staff
  • Manage all licensure exceptions for the District, complete all required paperwork and submit to DESE
  • Manage all staff for absences within the absence management system; communicate and train all staff; ensure all staff data is correct for absences; manage and maintain the actual absence management systems
  • Create, communicate, and train supervisors on the SSSD Hiring Process annually
  • Train all supervisors on the TalentED and Records management systems; offer troubleshooting support and assistance
  • Manage, support, and train administrators on the ADE certified staff evaluation system; create the evaluation timeline annually for supervisors
  • Manage the Workers Compensation and train staff on procedures
  • Complete exit surveys with all resigning staff and share data out
  • Maintain accurate staff turnover and retention rates, by department, monthly; share out with PPC and administration
  • Coordinate the New Teacher Orientation, the SSSD End of Year Celebration, and the years of service gifts.
  • Collaborate with the finance department with hiring, payroll, contracts, insurance, and benefits for all employees
  • Lead training for administrators and support with disciplinary write ups within the district
  • Lead, organize, and prepare any employee hearings
School Board Polices
  • SSSD Policy maintenance and revision, including presenting policy revision recommendation to the school board.
  • Attend PPC/CPPC meetings as needed to present school board policies, answer questions
  • Ensure salary schedules and stipends are in policy and applied to positions
  • Collaborate to analyze salary schedules around the state, checking for equity in compensation
Federal and State Labor Laws/Regulations
  • Ensures employees are trained to properly use the Family and Medical Leave Act (FMLA)
  • Serve as the Title IX Coordinator for SSSD; provide training for all staff
  • Collaborate to ensure a system of compliance of the Fair Labor Standards Act
  • Collaborate to ensure SSSD is OSHA compliant and assign training for all staff
  • Create and ensure job descriptions for classified and certified staff roles are maintained and meet all compliance requirements and FLSA
Instructional Leadership
  • Serve as a member of the District’s Leadership Team (DLT)
  • Lead and serve on interview committees as requested by the superintendent
  • Work collaboratively with district leadership and building principals to help provide professional development
  • Work with DLT team to create and implement improvement plans for all staff as needed
  • Coordinate with DLT, principals, and technology department to implement ongoing training for technology integration
  • Remain current on evidence-based instructional practices and provide a progressive vision for education within the district
Managing and Leading Staff
  • Lead and evaluate human resource department staff
  • Praise, coach, and discipline staff when warranted/needed
  • Promote and grow leadership amongst staff
  • Establish and model high expectations through leadership style
  • Collaborate and oversee training for guest teachers; ensure administrators know the process and pay rates for guest teachers and long term guest teachers
Budget
  • Collaborate with district leaders to develop and manage the Human Resources Department budget
  • Oversee the monitoring of staff attendance through Frontline software and approval of leave based on district policy
  • Collaborate with district administration to ascertain staffing needs
District Culture
  • Support a culture that sets high expectations and promotes excellence in all areas of the district
  • Establish a customer-service mindset to recruit, retain and support employees
  • Model exemplary standards of professional behavior
  • Promote the district’s mission and vision through presentations, words, and actions
  • Collaborate to establish and implement strategies to ensure smooth transitions between buildings
Communication
  • Maintain open channels of communication with all staff
  • Understand and promote district policies and initiatives to employees, parents, and community
  • Maintain regular, direct communication with the superintendent concerning current issues and opportunities of the district
  • Oversee preparation and timely submission of necessary ADE reports
  • Operate as part of the district leadership team by supporting district initiatives
  • Address School Board and staff as needed
