Job Description:

Sigmatech, Inc. is seeking a cybersecurity subject matter expert with an understanding of Spectrum Management and Electronic Warfare and for its customer site in Arlington, VA. This position will support the United States Space Force (USSF)/S6 Space Communications office on the HQ USSF staff and assist with the establishment of USSF Service Components to Combatant Commands. This position will collaborate and coordinate as part of the USSF/Chief Operations Officer, Cyber and Spectrum Operations Directorate (SF/COO/C).

Responsibilities:

  • Advise and assist Space Staff and Field Commands in developing requirements for, acquiring, fielding, operating and sustaining EW-related systems that achieve desired effects in order to control the electromagnetic spectrum in support of USSF core operational functions
  • Provide spectrum engineering and management support for technical and regulatory issues associated with systems and networks managed and/or operated by USSF.
  • Review spectrum transitioning requirements and activities associated with the auctions of government spectrum to commercial services, spectrum engineering and regulatory decisions associated with the implementation of satellite operations in USB.
  • Coordinate issues with the Air Force Spectrum Management Office (AFSMO).
    • Provide expertise on international collaboration, future concepts, planning, programming, budgeting & execution (PPBE) process, enterprise engineering, architecture development and space acquisition. Participate in and support policy and planning, budget, and architecture development related activities.
    • Explore opportunities for integration of new and emerging technologies, concepts, research and development efforts from DoD, IC, civil and commercial sources, including the integration of space with non-space (terrestrial, maritime, air, cyber, etc.) capabilities.
    • Support the development of new capability concepts, doctrine, Tactics, Techniques, and Procedures (TT&Ps), and other non-materiel solutions for terrestrial, maritime, air, space, and cyber integration.
    • Advise on facilities to provide operational EW capability to the warfighter to include laboratories for development and sustainment, installed systems test facilities, test & training ranges and associated instrumentation are needed to test, train, and prepare for combat operations
      • Analyze architectures to explore a broad range of materiel and non-materiel solutions to address enduring and potential future national security challenges and problems.
      • Provide expertise to conduct and support analyses and assessments for Space, terrestrial, maritime, air and cyber capabilities; assessing system of systems factors.
      • Support USSF key leader, staff, and component/sub-unit activities in the National Capital Region and engagements with key mission partners.
  • Advise and assist Space Staff and Field Commands in developing requirements for, acquiring, fielding, operating and sustaining EW-related systems that achieve desired effects in order to control the electromagnetic spectrum in support of USSF core operational functions
  • Provide expertise in developing and directing the Air Force’s electromagnetic spectrum (EMS) operations (EMSO) future force requirements, capabilities, and science and technology
  • Coordinate and interacts with associated counterparts ranging from political appointees to major command (MAJCOM) seniors on EW-related requirements (operations, intelligence, and associated support staffs) and take appropriate USSF HQ follow-on actions.
  • Deliver responses to official tasking(s) with complete, concise, fully coordinated and correctly staffed products. Develops briefings on complex, technical topics related to EMSO capability development
  • Formulate proposed Space Force position and/or guidance and prepares senior leaders for presentation /testimony /discussions in Congressional, Interagency, multinational, OSD, Joint, and inter/intra-Service forums

Experience and Skills:

Required Skills:

  • TS Clearance with SCI eligibility
  • Experience in spectrum management and Electronic Warfare
  • Familiarity with Defense Space and National Security Space in the areas of strategy, requirements, capabilities, architectures, programs, acquisition, and operations.
  • Excellent oral and written communications skills and demonstrated ability to produce concise products that clearly and logically convey complex information and ideas
  • Demonstrated ability to work effectively with senior leaders in a high-profile office
  • Demonstrated ability to decompose complex problems into manageable analytic tasks

Preferred Skills:

  • Pentagon knowledge and understanding of Pentagon organizations
  • Knowledge and familiarity with current Defense Department efforts in space
  • Staff experience supporting DoD agencies within the past 3 years
  • Familiarity with TMT and/or or other HQ staffing tools

Required Education:

  • Bachelor’s Degree mandatory plus 15 years of experience in an Operations, Cyber, Engineering, Scientific, Analysis, Policy or Planning field related to Space Defense

Preferred Experience:

  • Master's degree in spectrum management, cyber, electronic warfare, or a related field
  • 20 years' experience supporting OSD, Service HQ or DoD Agency or IC staffs
