GENERAL PURPOSE:

The Cultural Resources Technical Lead is responsible for leading field projects under the direction of the
Cultural Resources Specialist. The CR Technical Lead will work with the Tribes’ Long-Term Stewardship
(LTS) Collaborative group in contributing cultural resources knowledge in the development of the Tribal LTS
documents. The CR Technical Lead will assist in cultural resource management reviews and perform
archaeological surveys and research activities on the Idaho National Laboratory (INL) Site, ancestral, and
Tribal Lands. The main scope of work will be within CR/HeTO’s Work Plan under the Agreement-In-Principle
(AIP). Will work effectively with the Cultural Resources/Heritage Tribal Office (CR/HeTO) under the Language
& Cultural Preservation Department (LCPD).

SUPERVISON:

The Cultural Resources Technical Lead will be supervised and evaluated by the Cultural Resources
Specialist and will receive general guidance from the Language & Cultural Preservation Director. The
Technical Lead may have supervisory over temporary and seasonal field technicians. The Technical Lead
may also train seasonal and temporary field technicians.
DUTIES AND RESPONSIBILITIES:

The Cultural Resources Technical Lead will primarily be involved in research and technical activities for the
benefit of the Shoshone-Bannock Tribes. The Technical Lead will be a primary contributor to the cultural
resources management scope of work in the Shoshone-Bannock Tribes and the Department of Energy
Agreement-in-Principle (AIP).

The Cultural Resources Technical Lead is a key member of the Tribal Long-Term Stewardship (LTS)
Collaborative Group and working group for the Tribes’ Agreement-in-Principle (AIP). The Technical Lead will
be responsible for participating, collaborating, contributing and working with Tribal departments, DOE,
contractors, state and other tribes involving the LTS scope of work. They will be responsible for advising,
planning and implementing cultural resources knowledge and actions into the LTS program and activities
including, but not limited to planning and performing inspections of institutional controls (IC) sites on the INL
and performing operations and maintenance (O & M) inspections and activities at remediated CERCLA sites
on the INL site.
The Technical Lead must maintain qualifications for the program in accordance with the AIP, DOE and INL
site access training requirements.
Assist the LTS Working Group in developing protocols, scope of work, standard operating procedures, and
other necessary documents for future tribal long-term stewardship activities on the INL.
Will review and prepare tribal technical comments relating to CERCLA and RCRA activities that may have
an effect on tribal cultural resources on the INL.
Will contribute to the ethnographic studies on the INL; and will work collaboratively with the DOE Cultural
Resources Management Office (CRMO) and contractor archaeologists and staff.
Will assist in the development of the Cultural Resources Management Plan (CRMP) for the Shoshone-
Bannock Tribes under the Cultural Resources Heritage Tribal Office; and assist in developing procedures
and protocols regarding the preservation and protection of important cultural sites, objects and areas on the
Fort Hall Indian Reservation.
Under the guidance of the CR Specialist, assists with research, compilation, review and preparation of the
Tribal technical comments relating to cultural resources on the original ancestral lands of the Shoshone and
Bannocks.
Will assist in matters of cultural resources protection and compliance with federal cultural resources statutes
and regulations.
Will be required to participate in archaeological fieldwork and monitoring on the Idaho National Laboratory
and on the Fort Hall Indian Reservation; and at times, within the Tribes’ ancestral lands. Will be required to
work long hours in the field during field season.
Performs technical reading, writing and reporting as necessary.
Assists with cultural resources work in future program objectives.
Attends cultural resources trainings, meetings, archaeological surveys, and workshops on and off the
Reservation. Will be required to travel, at times may be for lengthy periods of time. Must attend mandatory
Tribal trainings.
Work cooperatively with other employees, Tribal, Federal, State, Public and Reservation representatives and
residents regardless of adverse situations that may arise.

Adheres to the strictest confidentiality policies, laws, rules and procedures and must maintain protection over
sensitive Federal/Tribal documents and information.
Assists in projects with the Cultural Resources Specialist. At the discretion of the CR Specialist, may also
assist with the Language & Preservation Programs.
Performs other job-related duties as assigned.

DEPARTMENT INCLUDING RECORDS, REPORTS, DOCUMENTS, CONVERSATIONS, ETC. A breach
of confidentiality will be subject to appropriate disciplinary action, up to and including termination from
employment.
PERFORMANCE STANDARDS AND COMPETENCIES INCLUDE, BUT ARE NOT LIMITED TO:

  • Ability to communicate clearly and concisely, both orally and in writing
  • Ability to work with GIS programs to create maps.
  • Proficiency in Microsoft Office (Word, Excel, Powerpoint)
  • Ability to work independently with little supervision and be a self-starter
  • Establishes and maintains effective working relationships with professionals in the field
  • Compliance with Tribal Management Systems

QUALIFICATIONS:
Minimum Educational and Experience Qualifications (Grade 11):

Bachelors of Arts degree in Anthropology OR 2 years experience in archaeological fieldwork.

Must have a high school diploma or GED.

Must have at least one year of supervisory experience.

Applicant must possess technical reading and writing, organizational and verbal skills. Must be computer
literate and be familiar with tools used in archaeological fieldwork.

Must have knowledge of GPS and GIS equipment and applications (ArcGIS Pro).

Must be able to identify cultural properties and properly record artifacts in the field.

Must be physically fit and capable to perform fieldwork under adverse weather conditions and various
challenging terrains and altitudes.

Must be willing to work long hours during the field season.

Must be aware of and understand the Shoshone-Bannock Tribes’ Agreement-In-Principle (AIP), the
Department of Energy Tribal Government Policy, Department of Energy Cultural Resources Policy and
guidelines.

Must have knowledge of cultural resource laws such as: NAGPRA, NEPA, ARPA, NHPA.

Must have a current valid driver’s license in order to be insured by the Shoshone-Bannock Tribes.

Must be able to obtain a DOE clearance badge for INL fieldwork.

Must complete tasks in a timely manner and possess ability to work independently with little or no supervision.

Will be required to adhere to all tribal department attendance and work ethics, as described in the Personnel
Policies and Procedures Manual.
Qualified Shoshone-Bannock Tribal Member/Indian and Veterans Preference will apply in compliance with
the Shoshone-Bannock Tribes’ Personnel Manual.
