TITLE: Cultural Resources Technician

GENERAL PURPOSE:

The Cultural Resources Technician is an entry level position and will assist on cultural resource management
reviews and perform research activities and will work effectively with the Cultural Resources/Heritage Tribal
Office (CR/HeTO). The Cultural Resources Technician will be trained in cultural resource management reviews and
will be trained in archaeological surveys on the Idaho National Laboratory (INL) site, ancestral and tribal lands. The
main scope of work will be within CR/HeTO’s Work Plan under the Agreement-In-Principle (AIP). Will work effectively
with the CR/HeTO and the Language & Cultural Preservation Department (LCPD).

SUPERVISON:

The Cultural Resources Technician is supervised and evaluated by the Cultural Resources Coordinator and
will receive general guidance from the Cultural Resources Specialist and the Cultural Preservation Director.
DUTIES AND RESPONSIBILITIES:

The Cultural Resources Technician will primarily be involved in research and technical activities for the
benefit of the Shoshone-Bannock Tribes. This will include research history of the Shoshone and Bannock
people.

Will assist with archeological field work and monitoring on the Idaho National Laboratory and as needed, on the
Fort Hall Indian Reservation and within the Tribes’ ancestral la nds. Will be required to work long hours in the field
during field season.

Will assist with assigned Federal Agency Projects that have to potential to affect cultural resources.

Reviews the Federal Register relating to cultural resources notices.

Assists with research, compilation, review and preparation of Tribal technical comments relating to cultural
resources on the original ancestral lands of the Shoshone and Bannocks.

Assist in projects with the Cultural Resources Coordinator, the Cultural Resources Specialist and other staff
at the discretion of the Cultural Resources.

Assists with organizing cultural resources tours on the INL for community members, FHBC, and students.

Will assist in matters of cultural resources protection and compliance with federal cultural resources statutes and
regulations.

Performs technical reading and writing.

Assists with cultural resources work in future program objectives

Attends cultural resources trainings, meetings and workshops on and off the Reservation. Must be willing to
travel, at times may be for lengthy periods of time. Must attend mandatory Tribal trainings.

Work cooperatively with other employees, Tribal, Federal, State, Public and Reservation representatives
and residents regardless of adverse situations that may arise.

Adheres to the strictest confidentiality policies, laws, rules and procedures and must maintain protection o ver
sensitive Federal/Tribal document s and information.

Performs other job-related duties as assigned.

MUST MAINTAIN STRICT CONFIDENTIALITY OF ALL INFORMATION PROCESSED THROUGH THE
DEPARTMENT INCLUDING RECORDS, REPORTS, DOCUMENTS, CONVERSATIONS, ETC. A breach of
confidentiality will be subject to appropriate disciplinary action, up to and including termination from
employment. Conducts self with a professional mannerism that will bring credit to the Tribal Government.

  • Compliance with Tribal Management Systems.

QUALIFICATIONS:
Minimum Educational and Experience Qualifications (Grade 7):

Must have high school diploma or GED and at least one (1) year archaeological and cultural resources
experience.
Applicant must possess technical reading , writing, organizational, and verbal skills. Must be computer literate
and be somewhat familiar with tools used in archeology field work.

Must be able to prioritize projects.

Will be trained to identify cultural properties and properly record artifacts in the field.

Must be physically fit and capable to perform field work under adverse weather conditions and various
challenging terrains and altitudes.

Must be aware of and understand the Department of Energy Tribal Government Policy, Department of Energy
Cultural Resources Policy, DOE Orders and guidelines.

Must have some knowledge of cultural resources laws such as: National Historic Preservation Act (NHPA)
(including Section 106 and 110), Archaeological Resources Protection Act (ARPA),and the
archaeological components of the National Environmental Policy Act (NEPA.)

Must have a current valid driver' s license in order to be insured by the Shoshone-Bannock Tribes.

Must be able to obtain a D.O.E. clearance badge for INL fieldwork.

Must have the ability to work independently in the absence of immediate supervisor.

Will be required to adhere to all tribal department attendance and work ethics, as described in the Personnel
Policies a nd Procedures Manual.

Qualified Shoshone-Bannock Tribal Member/Indian and Veterans Preference will apply in compliance with
the Shoshone-Bannock Tribes’ Personnel Manual.
