Position Summary

Works under the direct supervision of the Systems Analyst III to administer the development, maintenance, and revision activities related to software application development.

Pay Grade: 54
Salary Commensurate with Experience and Education


Minimum Qualifications

100%

1. Three (3) years of programming experience of which two (2) years must include working in application development; AND

2. Bachelor’s degree from an accredited college or university in computer science, data processing, or related degree; OR

3. An equivalent combination of related education and/or experience.

4. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE.


Duties and Responsibilities

1. Builds and maintains integrations between diverse systems using an Enterprise Service Bus document management workflow under the direction of Systems Analyst I.

2. Constructs system interfaces, including their definition, organization, documentation, and implementation.

3. Ensures designated software implementation and development techniques are consistent with Shelby County standards and guidelines.

4. Works with users to define problems and devises logical procedures to solve problems within the capacity and limitations of equipment, operating time, and form of desired results.

5. Investigates and makes recommendations about useful web technologies and reports results to management.

6. Maintains security and integrity controls.

7. Creates and monitors web standards and procedures for Information Technology Dept.

8. Integrates data and systems through the use of JDBC, ODBC, WebServices, or other acceptable methods.

9. Consults and advises various departments on making website information more accessible to the general public.

10. Performs testing in accordance with established procedures.

11. Consults with the system's users and development groups on test results.

12. Codes, debugs, tests, and documents application programs as requested by management.

13. Assists in the development of specifications for software applications.

14. Performs other related duties as required or directed.


KSA's

KSAs

1. Knowledge of test procedures and documentation standards in concordance with business theory and principles.

2. Thorough knowledge of DevOps, JAVA, Swing, CSS, JavaScript, EJB, HTML, IceFaces, Richfaces, and Servelets.

3. Thorough knowledge of JDBC or ODBC.

4. Knowledge of SSRS, Crystal Reports, XML, XML Schema, JSON, REST, and Log4J.

5. Thorough knowledge of relational databases: MS SQL Server 6. Ability to work with and communicate technical information to users.

7. Analytically skilled in initiating the development of clear and concise specifications, documentation, and procedures.

8. Ability to coordinate, solve, and complete multiple projects in a deadline-oriented work environment.

9. Ability to work independently or as a member of a team to complete projects by required deadlines.

10. Ability to apply and communicate technical knowledge and principles in designing major software or other systems and conduct user interviews.

11. Ability to interpret and convert business problems to computer language.

12. Ability to communicate technical information and conduct user interviews

13. Skill in coordinating efforts of a large project.

14. Experience in one of the following is a plus: DevOps, OnBase, SharePoint, Project Server, and Workflow development using Nintex.
