Position Summary

This position is funded by a grant for a duration of time as defined by the grantor.

Works under the Sr. Epidemiologist with responsibility for the review, analysis, and evaluation of processes and systems while coordinating processes to ensure Shelby County’s information systems support departmental business operational needs.

Pay Grade: 54
Salary Commensurate with Experience and Education


Minimum Qualifications

100%

1. Four (4) years of experience in data engineering, computer science, data operations, business analysis, process design, or systems procedures analysis; AND

2. Bachelor’s degree from an accredited university or college in computer science, business administration, operations engineering, or closely related field; OR

3. An equivalent combination of related education and/or experience.

4. PMP, CAPM, PgMP, PfMP, PMI-CP, PMI-RMP, PMI-ACP, or PMI-PBA preferred.

5. Tableau and/or Adobe certification preferred.

6. Experience creating or maintaining REDCap databases.

7. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.


Duties and Responsibilities

1. Assists in the coordination of community outreach on nights and weekends.

2. Serves as the REDCap (Research Electronic Data Capture) System, EHR, Cherwell, and SharePoint manager for the Shelby County Health Department. Implements and maintains the systems to support the work of the Department including but not limited to workflow, mapping, username, and account access, folder creation, data collection tools and databases for communicable diseases, pharmacy, inventory, programmatic request, and data warehousing for enterprise solutions.

3. Provides quality control, training, and technical assistance to users in the design and use of systems collection and reporting tools.

4. Serves as the first point of contact for coworkers and departmental liaisons regarding the use of designated systems.

5. Assist SCHD staff in understanding and implementing the operational solutions for both automated and manual options offered by REDCap, Cherwell, and SharePoint.

6. Maintains a current knowledge of “state of art” web applications for building and managing online surveys and databases to maintain optimum efficiency. Provides training sessions and technical assistance to users on various types of software and hardware.

7. Documents business processes, analyzes workflow designs, and gathers data and business processes to contribute to the development of business plans and strategies.

8. Recognizes and identifies potential areas of technology where existing services, policies, and procedures require change, or where new ones need to be developed, and make recommendations in these areas.

9. Supports leadership with general administrative duties in areas such as, but not limited to, inventory, purchasing, contract administration/monitoring, general administration, PowerPoint, Tableau, and special projects requiring quantitative and analytical skills.

10. Develops, edits, and maintains technical operating procedures and standards manuals.

11. Research and benchmarks the organization’s systems maintaining, collecting, and analyzing statistical information and various reports.

12. Evaluates hardware/software vendors and reports significant findings to improve system utilization.

Special Requirements

1. May be required to travel to other Shelby County locations and special events.

2. Must be able to attend meetings and activities on weekends and/or after work hours as required.

3. Must maintain certifications throughout the duration of employment.
