SAMES Inc. is Hiring a Construction Assistant Project Manager Near San Antonio, TX

GENERAL OVERVIEW:
  • The Assistant Project Manager (APM) will work together with the Project Manager to manage and control the total scope of services as defined in the Contract Documents while maintaining the profitability objectives of SAMES, Inc.
  • This position may be assigned multiple projects to manage simultaneously and will be expected to direct, coordinate, and report on construction progress periodically, usually through the help of subordinate supervisory personnel.
  • The APM will participate in project oversight from pre-construction to closeout. 
EXAMPLES OF ESSENTIAL DUTIES:
  • Review drawings and specifications in-depth to determine appropriate construction methods, schedule deliverables, and estimate costs.
  • Interpret and explain plans and contract terms to administrative staff, workers, and clients, representing the Contractor. 
  • Creation of Contract Schedule utilizing Critical Path Method (CPM) Scheduling and budget time required to meet deadlines; update and revise periodically.
  • Preparation of payment applications based upon the Schedule of Values.
  • Creation and maintenance of submittal log
  • Obtain all necessary permits and licenses.
  • Attend all pre-construction meetings and progress meetings with Clients and the project team.
  • Oversee subcontract administration.
  • Schedule labor force requirements with Project Superintendent and Construction Coordinator.
  • Prepare contracts and negotiate revisions, changes, and additions to contractual agreements with architects, consultants, clients, suppliers, and subcontractors.
  • Negotiate and execute all change orders, with the help of Estimating as needed.
  • Requisition supplies and materials to complete construction projects, using Purchase Orders (POs).
  • Communicate with Customer/Owner Representative any Requests for Information (RFIs), and provide with periodic updates on a regular basis.
  • Schedule periodic progress meetings at each project site, ensuring the Superintendent coordinates and relays any pertinent issues to personnel and subcontractors.
  • Prepare and submit periodically updated progress reports for budget and cost tracking reports to management.
  • Ensure Superintendent keeps onsite a complete record of all project correspondence including Approved Submittals, RFIs, Change Orders, Project Schedules, etc.
  • With the support of the Superintendent, analyze and approve all subcontractor requests for payment before submission to Contract Administrator.
  • With the support of the Superintendent, prepare and provide supporting documentation (as related to Construction Schedule and/or Schedule of Values) for periodic invoices on behalf of in-house services and expenditures and submit to Contract Administrator monthly, or as stipulated by Contract.
  • Maintain updated records in compliance with the HUB Subcontracting Plan (HSP) periodically as needed.
  • Take actions to deal with the results of delays, inclement weather, or emergencies at the construction sites.
  • In coordination with the superintendent, track and record the number of days in which weather impedes the ability to work and record such “weather days” for use in Change Order requests
  • Confer with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.
  • Meet contractual conditions of performance
  • Prepare internal and external reports pertaining to job status
  • Plan to prevent problems and resolve any emerging ones
  • Completes close-out requirements and punch lists in a timely manner (including but not limited to O&M Manuals, As-Built Drawings, Warranties, etc.).
  • Develop and implement quality control programs as needed.
  • Ensure quality construction standards and the use of proper construction techniques
  • Investigate damage, accidents, or delays at construction sites, to ensure that proper procedures are being carried out.
  • Inspect and review projects to monitor compliance with building and safety codes and other regulations.
  • Comply with and enforce all governmental laws, policies, and regulations.
  • Comply with all company policies and procedures.
  • All other duties assigned by management.
MINIMUM QUALIFICATIONS AND REQUIREMENTS:
  • BS Degree in Construction Management, Architecture, Engineering, or Related Field (or equivalent experience)
  • Advanced knowledge of construction management processes, means, and methods (including but not limited to contract documents, materials, equipment utilization, scheduling systems, productivity analysis, construction operations, budgeting, and cash flow). 
  • Proficiency with construction management software such as Primavera P6
  • Expert knowledge of building products, construction details, and relevant rules, regulations, and quality standards
  • understanding of all facets of the construction process
  • Ability to analyze, manage, and mitigate risks
  • Competent in conflict and crisis management
  • Leadership and human resources management skills
  • Excellent time and project management skills
  • DOD or DOE experience required.
  • Five (5) years of experience in Federal/State construction management. 
  • A comparable amount of training and experience may be substituted for the minimum qualifications.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge
  • Knowledge of the occupational hazards and safety precautions in operating equipment.
  • Knowledge of the laws and local ordinances regulating the operation of vehicles.
  • Ability to understand and carry out oral and written instructions.
  • Ability to make minor repairs and adjustments and to service automotive equipment.
  • Sufficient physical strength to perform heavy labor work. Knowledge of the effective operation of medium equipment.
  • Knowledge of traffic and highway safety rules and regulations and of effective precautionary measures necessary to avoid accidents. Knowledge of the hazards involved in the use of medium equipment and the safety precautions to be taken.
  • Ability to understand and carry out general instructions relating to construction and maintenance operations.
  • Ability to understand and follow oral and written instructions.

  • Skills in the process of general traffic control maintenance.

PHYSICAL REQUIREMENTS:
  • Must have the use of sensory skills to effectively communicate and interact with other
  • employees and customers by telephone and personal contact as normally defined by
  •  the ability to see, read, talk, hear, handle, or feel objects and controls.
  • Physical capability to
  • effectively use and operate various items of office-related equipment, such as but not limited to a personal computer, calculator, copier, and fax machine.
  • Significant standing, walking, moving, climbing, carrying, bending, kneeling, reaching, crawling, handling, sitting, pushing, and pulling.
  • The employee must occasionally lift and/ or move up to 50 pounds.
SPECIAL REQUIREMENTS:
  • Possession of a valid, appropriate Driver’s License (Class C) preferable and an acceptable driving record.
  • Pre-employment drug screen and physical required.
