POSITION SUMMARY:

Under the general supervision of the Executive Director of Clinical Services and Programs, provides overall coordination of substance use disorder (SUD) planning, service delivery leadership and integration facilitation throughout the Saginaw County Community Mental Health Authority (SCCMHA) network, including prevention, treatment and recovery. Ensures that SCCMHA meets compliance obligations in all SUD areas. Provides key local community, regional PIHP and state linkages as appropriate for the scope of SUD programs and policies for SCCMHA, including for reporting, ongoing education/training, development and evaluation purposes. . This position will be knowledgeable about and actively support culturally competent recovery-based practices; person centered planning as a shared decision-making process with the individual, who defines his/her life goals and is assisted in developing a unique path toward those goals; and a trauma informed culture of safety to aid consumer in the recovery process.


ESSENTIAL DUTIES AND RESPONSIBLITIES:

  • Serves as population expert for all SUD services, programs, providers and requirements.
  • Represents SCCMHA in treatment and prevention settings.
  • Provides leadership coordination and consultation within the SCCMHA network and community for SUD.
  • Provides coordination for SCCMHA and regional planning for SUD services.
  • Promotes service integration for persons with SUD disorders within mental health systems, including primary care providers.
  • Promotes recovery-oriented systems of care and the engagement of peers/recovery coaches throughout the SCCMHA network.
  • Promotes use of best practices and measurement of positive outcomes for persons served.
  • Serves as a SCCMHA representative for statewide, regional, or local substance use disorder in-services and meetings, including local self-help, advocacy and prevention groups.
  • Develops and maintains a significant competency level of knowledge in all SUD practice areas endorsed by SCCMHA.
  • Monitors, reports, and assesses service and outcome data relative to SUD data, including consumer satisfaction.
  • May recommend SUD integration policy, practice or procedural changes or new practices for SCCMHA consideration.
  • Assists with credentialing and privileging activities relative to practices for individuals and programs engaged in SUD as appropriate to ensure SCCMHA compliance with specific practice standards.
  • Coordinates with key leadership staff on provider reviews, including auditing, contracting, continuing education, evidence-based practices, and wellness.
  • May prepare or contribute to grant submissions based on SCCMHA or regional priorities.
  • Identifies unmet needs in the community and works with leaders to develop strategies to address gaps.
  • Provides leadership on SUD development or expansion of services to meet needs.
  • Provides quality input and project leadership for SUD services.
  • Provides routine and ad hoc training as needed.
  • Prepares appropriate written reports as needed.
  • Facilitates meetings and incorporates input of others in planning processes.
  • Monitors and recommends system improvements.
  • Prepares or provides leadership with routine and ad-hoc written reports as requested or indicated.
  • Performs administrative tasks as assigned by the Executive Director of Clinical Services and Programs which may involve any area of department operations such as general clerical and office duties (copying, faxing, etc.) as needed.
  • Works with Central Intake and Assessment supervisor and staff, including Crisis supervisor and staff acting as a liaison among staff and as a coordinator of services referred to community SUD providers.
  • Will provide SUD leadership to the COVID 19 Emergency Grant, the CCBHC and all future grants to improve effective SUD treatment services.
  • Supervises and monitors SUD outpatient treatment team.
  • Assure that all consumers are served promptly and efficiently, with person-centered planning, appropriate diagnosis, and assignment of services with the appropriate level of care, and customer satisfaction within cost parameters developed by the organization for both internally provided services and contracted services.
  • Develop and/or maintain systems of documentation that provide evidence of customer satisfaction, client access, and effective client movement within the continuum of care.
  • Supervise assigned staff to assure their continuing professional growth, their ability to function as teams, their job satisfaction, and their ability to offer optimal services to clients.
  • Serve as a member of the Service Management Team, developing collegial, supportive relationships with other members, using professional skills to develop shared vision and team learning, and effective management throughout the organization.
  • Assure effective communication between top management and the members of the department, acting as liaison and interpreter to assure that all parties understand each other and are able to be supportive of one another.
  • Participate in budget development and ensure that the department functions within its budget, both in controlling expenses and maximizing revenue.
  • Maintain own professional development and relationships to assure continuing improvement in Saginaw County Mental Health Authority’s ability to serve its clientele.

INCIDENTAL DUTIES AND RESPONSIBILITES:

  • Performs various administrative/clerical functions such as preparing travel vouchers, making copies of documents, filing, etc.
  • May participate in fidelity or other quality and audit related functions.
  • Attends meetings, seminars, workshops, and community events related to the public mental health mission and in order to sustain professional competency.
  • Reacts productively to change and handles other essential tasks as assigned.
  • Required to drive to off-site locations.
  • Uses computer hardware and software to perform tasks.

Supervises:

Directly supervises Program Therapists, Case Managers and Recovery Coaches. Provides general personnel management to all staff serving consumers diagnosed with primary SUD. Provides general supervision to all contractors serving consumers diagnosed with primary SUD


WORKING CONDITIONS/ENVIRONMENT:

Works in an office setting and provides immediate response to requests for assistance as needed. Close contact with all service program areas and providers as well as SCCMHA leadership, in proximity of individuals who may have health, behavior, communication or other personal challenges. Will be required to drive personal automobile.

QUALIFICATIONS:

Education:

Must have either a Licensed Master’s Social Worker (LMSW), Licensed Professional Counselor (LPC), or Licensed Psychologist (LP).


Experience:

Five (5) years of experience in mental health required. Must have demonstrated business, public relations, and/or community organization skills. Must have the ability to work with varied levels of organizations and strong written and verbal communication skills.


Licenses and Certifications:

Valid Michigan Driver’s license with good driving record.

Must be Certified in Advanced Alcohol and Drug Counselor (CAADC)

Must have or obtain a Certified Clinical Supervisor-Michigan (CCS) within two years


Knowledge, Skills, and Abilities:

  • Clinical awareness and sensitivity.
  • General business and effective editing skills.
  • Computer competency, including word processing, spread sheets, databases, internet, E-Mail. Advanced computer skills, including all Microsoft applications (Competency testing may be required).
  • Ability to plan and organize work and provide small group leadership.
  • Effective oral and written communication skills, minimum at college level.
  • Ability to organize and maintain data and information.
  • Problem solving and mediation abilities.
  • Ability to maintain favorable public relations and provide community leadership.

Physical/Mental Requirements:

  • Hearing acuity to converse in person and on telephone.
  • Visual acuity to observe and respond appropriately to parolee behaviors.
  • Visual acuity to observe consumer’s behavior; read and proofread documents; use an electronic health record (EHR) and other electronic devices.
  • Ability to walk, stand or sit for extended periods of time.
  • Manual dexterity to write and to operate standard office equipment (PC, Keyboard, Copy Machine, Fax Machine, etc.)
  • Ability to lift and carry files and supplies at least 20 pounds.
  • Strong interpersonal skills to interact with varied community representatives and leadership, and the general public.
  • Analytical skills necessary to conduct research, analyze, and interpret complex data and identify and solve problems by proposing courses of action.
  • Ability to plan short and long range and to manage and schedule time.
  • Ability to handle stress in meeting deadlines and dealing with large numbers of individuals.
