Pay Range: $76,645.19 - $95,453.08 annually

POSITION SUMMARY:

Under general supervision of the Director of Services for Persons with Mental Illness and the daily operational supervision of the Crisis Intervention Supervisor, provides coordination of program operations for the Crisis Intervention Services which are provided after hours and on weekends at the Covenant Emergency Care Center. Is responsible for working relationships with Covenant as a host site including staff scheduling and implementation of procedures and protocols for SCCMHA and APS staff working at this location. Is responsible for working with the CIS Supervisor for on-boarding new APS workers including securing Covenant Security and EPIC access. Works closely with the CIS supervisor to implement community interface with First Responders in this site and to participate in the ongoing development of the First Responders Guide for Behavioral Health Interventions. This position will provide direct Crisis Intervention Service primarily on a second shift schedule with the majority of time being stationed at the Covenant Emergency Care Center Location or in outreach to Ascension St. Mary’s Emergency Department.

This position will be knowledgeable about and actively support culturally competent recovery-based practices; person centered planning as a shared decision-making process with the individual, who defines his/her life goals and is assisted in developing a unique path toward those goals; and a trauma informed culture of safety to aid consumer in the recovery process.


ESSENTIAL DUTIES AND RESPONSIBLITIES:

1. Provides supervision of operations for Crisis Intervention Service of Saginaw County Community Mental Health Authority (SCCMHA) provided at the Covenant Emergency Care Center site. Ensures 24/7/365 after hours, weekend and evening coverage for the Crisis Intervention Service, including provision of on call and relief coverage of open shifts when necessary.

2. Carries a pager or cell phone to provide 24/7/365 consultation to program staff at the Covenant site and serves as emergency back-up for staff assigned to shifts from 5pm to 8am and weekends. Works with the CIS supervisor to train relief staff through American Personnel Services. Monitors APS budget for relief staff.

3. Maintains expertise in topics related to medical necessity for acute care and works with the Crisis Intervention Service Supervisor to monitor after hours performance and analysis of inpatient decisions.

4. Monitors the provision of preadmission screenings dispositions for performance within the MDHHS standard of three hours from time of request, ensures that Michigan Mental Health Code regulations for involuntary admission procedures are followed, ensures that required integration of health care and substance abuse services is provided and documented.

5. Ensures that transportation for consumers to the preadmission screening unit and from preadmission screening unit to acute care inpatient or diversion services is appropriate for level of care. Oversees the authorization of taxi, bus and ambulance services as needed. Coordinates with Law Enforcement Agencies to ensure efficient use of law enforcement personnel in protective custody situations and transportation related to mental health services.

6. Administers services to ensure SCCMHA county of residence eligibility criteria is met and coordinates County of Financial Responsibility procedures with other county Preadmission Screening Units.

7. Oversees continuity of care at point of admission for psychiatric inpatient care including program responsibility for data collection related to screening, admission, treatment team, discharges and community orders. Ensures maintenance of data for reports for the management of inpatient care and Community Treatment Orders. Oversees effective coordination of inpatient with primary care departments in the network. Monitors Recidivism and Inpatient Continuity of Care Indicators.

8. Maintains expertise in involuntary commitment procedures and forms and ensures staff at Covenant ECC site are trained, have forms and resources to implement involuntary procedures according to court rules.

9. Provides afterhours Access service for SCCMHA services, ensuring seamless transition of consumer service request from screening through intake.

10. Meets the criteria of a Qualified Children’s Mental Health Professional. Provides Children’s Diagnostic and Screening Services in Inpatient Preadmission Screening and after hour crisis response. Ensures staff meets required Children’s Diagnostic Unit training requirements.

11. Works collaboratively with treatment teams in all populations (MH, SED, IDD, SUD) to facilitate crisis stabilization, ensure consumer and community safety and facilitate psychiatric admission or transition to appropriate placement following a Behavioral Assessment and Stabilization Protocol.

12. Facilitates interagency collaboration for the implementation of the First Responders Guide for Behavioral Interventions with Emergency Medical services, Mobile Medical Response, Police Chiefs Association, Prosecutor, Probate Court, Substance Use Coordinating Agency and all Psychiatric Inpatient Units in the region.

13. Participates in screening/selection of staff; directs, trains, schedules, evaluates and disciplines staff. Provides direct coverage of Preadmission Screening Unit when staff scheduling cannot be adjusted to cover absences. Maintains all required documentation to support performance appraisals, plans of correction and disciplinary actions. Conducts and leads staff meetings to provide current information, guidance and direction and to discuss operational concerns.

14. Attends committee meetings in and out of SCCMHA. Maintains and fosters positive public relations, representing mental health interests and concerns to the general public. Speaks to community groups on a variety of mental health, promotional, and mental health care concerns.

15. Develops and maintains program procedures in accordance with MDHHS, SCCMHA and CARF guidelines. Monitors unit budget for conformance to performance targets including management of relief staff budget. Prepares reports, maintains time and attendance reports for payroll, writes memos, program procedures and completes other documents as required. Reviews and approves biweekly payroll for program staff using the eTime reporting system. Approves all use of Personal Time Off (PTO) for program staff.

16. Participates in the development and implementation of SCCMHA electronic medical record as it relates to Crisis Intervention Service documentation for consumer and staff activity.

17. Establishes program goals, priorities, objectives, and procedures for program operations. Formulates, implements and modifies program growth in conjunction with consumer needs and service demands.

18. Serves as a member of SCCMHA Care Management Conference, providing consultation in the review of utilization actions of the Care Management and Preadmission Screening units. Monitors and reports all negative decisions regarding patient level of care to the Care Management Conference for review.

19. Serves as a member of the SCCMHA Risk Management Committee providing consultation regarding high-risk consumers. Serves as a member of the Environment of Care Committee, providing consultation regarding health and safety issues affecting the public and the staff of the agency. Serves on other quality and leadership committees as assigned.

20. Provides field placement opportunities for bachelors and master’s level students. May supervise students directly or supervise placements under staff in the department. Meets University requirements for documentation of expectations for student progress and performance. Ensures that tasks assigned to students are appropriate to their skill level and that consumer needs are met.

21. Communicates the mission, vision and core values of SCCMHA to employees and implements these principles in all duties of this position.

22. Must be compliant with Centers for Medicare & Medicaid Services (CMS) COVID-19 vaccine mandate.


INCIDENTAL DUTIES AND RESPONSIBILITES:

1. Performs various administrative/clerical functions such as preparing travel vouchers, making copies of documents, filing, etc.

2. Attends meetings, seminars, workshops, and community events related to the SCCMHA mission.

3. Reacts productively to change serving as a model to staff.

4. Use computers and hard and software to perform tasks.

5. Accepts other duties as assigned.

Reports to: Director of Services for Persons with Mental Illness, day-to-day support from Crisis Intervention Services Supervisor

Supervises: Crisis Intervention Therapists


WORKING CONDITIONS/ENVIRONMENT:

Covenant Emergency Care Center and clinic setting at SCCMHA. Counseling individuals with mental illness can be dangerous with possible injury to themselves and others and may include exposure to infectious disease. Work in Crisis Intervention Service may also include witnessing victims of physical trauma in the Covenant Emergency Care Center. Other work environments include courtrooms and the Saginaw County Jail.


QUALIFICATIONS:

Education: Master’s degree in a mental health related field from an accredited school.

Experience: A minimum of five (5) years responsible professional clinical experience with one year in crisis work.

Licenses and Certifications: Valid Michigan Driver’s license with a good driving record.

A limited licensed master’s social worker (LLMSW), licensed master’s social worker (LMSW), limited licensed professional counselor (LLPC), licensed professional counselor (LPC), limited licensed marriage and family therapist (LLMFT), licensed marriage and family therapist (LMFT), limited licensed psychologist (LLP) and licensed psychologist (LP). Must have or obtain a certification in substance abuse treatment specialist area.

Knowledge, Skills, and Abilities:

1. Ability to provide clinical leadership with knowledge of chronic mental illness, intellectual and developmental disabilities, substance abuse disorders and the assessments and treatments of these conditions including medication, crisis intervention and brief therapy, and other mental health programs.

2. Ability to relate to all segments of the community. Ability to maintain favorable public relations and provide community leadership.

3. General business skills and ability to maintain a budget.

4. Computer competency, including word processing, spreadsheets, databases, internet, email.

5. Ability to plan and organize work of self and staff and provide group leadership.

11. Must be able to obtain clearance to enter the Saginaw County Jail for consumer assessment and care coordination as needed.

Physical/Mental Requirements:

1. Hearing acuity to converse in person and on telephone.

2. Visual acuity to observe consumers behavior, read and proofread documents and use EHR and other electronic devices.

3. Ability to walk, stand or sit for extended periods of time.

4. Manual dexterity to write and to operate standard office equipment (PC, Keyboard, Copy Machine, Fax Machine, etc.)

5. Ability to lift and carry files and supplies at least 20 pounds.

6. Strong interpersonal skills to interact with leadership, employees, consumers and the general public.

7. Analytical skills necessary to conduct research, analyze, and interpret complex data and identify and solve problems by proposing courses of action.

8. Ability to plan short and long range and to manage and schedule time.

9. Ability to handle stress in meeting deadlines and dealing with large numbers of employees and/or consumers.

10. Must meet COVID-19 vaccine requirements.
