SCCMHA JOB VACANCY ANNOUNCEMENT

CLASSIFICATION: Director of Services for Persons with Mental Illness and Substance Use Disorders

POSITION SUMMARY:

Under the general supervision of the Executive Director of Clinical Services, ensures appropriate, effective, efficient services within the network of service providers who serve mentally ill adult consumers of Saginaw County Community Mental Health Authority. Manages internal services for quality, cost efficiency, and use of best practices. Monitors a network of providers to ensure quality, efficiency, and use of evidence based/best practices for all providers. This position will be knowledgeable about and actively support culturally competent recovery-based practices; person centered planning as a shared decision-making process with the individual, who defines his/her life goals and is assisted in developing a unique path toward those goals; and a trauma informed culture of safety to aid consumer in the recovery process. Provides overall coordination of substance use disorder (SUD) planning, service delivery leadership and integration facilitation throughout the Saginaw County Community Mental Health Authority (SCCMHA) network, including prevention, treatment, and recovery. Ensures that SCCMHA meets compliance obligations in both Mental Health and SUD areas. Provides key local community, regional PIHP and state linkages as appropriate for the scope of SUD programs and policies for SCCMHA, including for reporting, ongoing education/training, development, and evaluation purposes.


ESSENTIAL DUTIES AND RESPONSIBLITIES:

1. Ensure that consumers are served promptly and efficiently, with person-centered planning, appropriate diagnosis, and assignment of services with the appropriate level of care, and customer satisfaction within cost parameters developed by the organization for both internally provided services and contracted services.

2. Assure that there are early and short-intervention services that help avoid the need for intensive interventions.

3. Develop and/or maintain systems of documentation that provide evidence of customer satisfaction, consumer access, and effective consumer movement within the continuum of care.

4. Ensure compliance in partnership with senior clinical peers with evidence based /best practices, Continuous Quality Improvement, and any legal or contract-mandated guidelines, for both internally provided services and contracted services.

5. Ensures compliance with CARF accreditation standards, payer contract requirements for compliance site visits from MSHN, and MDHHS for units under supervision.

6. Will become knowledgeable of the populations served by and the unique CCBHC assessment and treatment expectations, service delivery, policies, and quality assurance reporting to MDHHS as a demonstration site.

7. Develops and/or maintains contractual relationships, partnerships, and networks with providers so that consumers have choices, services can be expanded or contracted in line with consumer needs, and continuum of care is available for all consumers.

8. Has a strong grasp of crisis intervention services, local and state hospital discharge, and level of care planning jail/prison re-entry systems, along with mental health court and jail diversion.

9. Advocacy for individuals without long term housing and shelter and continuous capacity building with housing and shelter providers.

10. Assist supervisors with directing and supporting case managers with placements of MIA consumers into general and specialized residential living arrangements.

11. Ensure the setting and meeting of annual and other periodic goals and objectives for the programs.

12. Will become knowledgeable and supportive of SCCMHA DEI Action Plan and related activities.

13. Supervises assigned staff to assure their continuing professional growth, their ability to function as teams, their job satisfaction, and their ability to offer optimal services to consumers.

14. Serves as population expert for all MIA and SUD services, programs, providers, and requirements.

15. Provides leadership, coordination, and consultation within the SCCMHA network and community for SUD services.

16. Promotes service integration for persons with SUD disorders within mental health systems, including Primary care providers.

17. Promotes recovery-oriented systems of care and the engagement of peers/recovery coaches throughout the SCCMHA network.

18. Promotes use of evidence based and best practices and measurement of positive outcomes for persons served.

19. Serves as a SCCMHA representative for statewide, regional, or local substance use disorder in-services and meetings, including local self-help, advocacy, and prevention groups.

20. Develops and maintains a significant competency level of knowledge in all SUD practice areas endorsed by SCCMHA.

21. Monitors, reports, and assesses service and outcome data relative to SUD data, including consumer satisfaction.

22. May recommend SUD integration policy, practice or procedural changes or new practices for SCCMHA consideration.

23. Assists with credentialing and privileging activities relative to practices for individuals and programs engaged in SUD as appropriate to ensure SCCMHA compliance with specific practice standards.

24. Coordinates with key leadership staff on provider reviews, including auditing, contracting, continuing education, evidence-based practices, and wellness.

25. May prepare or contribute to grant submissions based on SCCMHA or regional priorities.

26. Identifies unmet needs in the community and collaborates with leaders to develop strategies to address gaps.

27. Provides leadership on SUD development or expansion of services to meet community needs.

28. Provides quality input and project leadership for SUD services.

29. Serve as a member of the Service Management Team, developing collegial, supportive relationships with other members, using professional skills to develop shared vision and team learning, and effective management throughout the organization.

30. Ensure effective communication between top management and the subordinate supervisors of the departments under this chain of command, acting as liaison and interpreter to assure that all parties understand each other and are able to be supportive of one another and the vision and mission of SCCMHA.

31. Participate in budget development and ensure that the department under this position’s supervision functions within its budget, both in controlling expenses and maximizing revenue.

32. Maintain own professional development and relationships with peers inside and outside the organization to assure continuing improvement in Saginaw County Mental Health Authority’s ability to serve its clientele.

33. Conduct other tasks as assigned by the Executive Director of Clinical Services.

34. Development of proficiency in utilizing electronic platforms including SCCMHA medical record (Sentri), SCCMHA Data Warehouse Oasis, to inform decision making as well as other data base sources to inform service delivery such as Care Connect 360 and MiCAL, MDHHS CRM, EGrAMS

35. Supports and informs clinical/program staff training and use of SDOH tool once selected as required by CCBHC.

36. Is aware of secondary trauma and continues to address signs and symptoms to support staff through individual supervision.

37. Provide information to governing board, advisory councils and other audiences about the programs and consumer populations under their management.

38. Ensures values and principles are being followed for Home and Community Based Services (HCBS) Rule compliance in the consumer person centered planning process and plans of service.

INCIDENTAL DUTIES AND RESPONSIBILITES:

1. May serve as a member of various mental health and/or SUD related community collaboration efforts that are in alignment with the SCCMHA mission and promote organizational goals.

2. Attends meetings, seminars, workshops, and community events related to public mental health mission and programs and departments under this position’s management.

3. Prepares and presents information about SCCMHA services and outcomes to internal and external groups.

4. May be called upon after regular work hours for clinical consultation to address urgent consumer needs.

REPORTING RELATIONSHIPS:

Reports to: Executive Director of Clinical Services

Supervises: Directly supervises Program Supervisors including two MIA case management teams at Community Support Services , Central Access and Intake, Crisis Intervention Services, Supported Employment, and the Housing Resource Center.

Hire and supervise staff to build the first SUD Primary Outpatient Service inside the Board Operated Program with the creation of an SUD Primary Outpatient Services Supervisor when needed.

Continued development and oversight of Outpatient Services.

Provides general personnel management to all staff serving adults with mental illness. Provides general supervision in collaboration with SCCMHA Senior Clinical Staff and Network Services Director to all contractors serving adults with mental illness and substance use disorders.


WORKING CONDITIONS/ENVIRONMENT:

Works in office/clinic. Collaborating with persons with mental illness, emotional disturbance or developmental disabilities can be dangerous with possible injury to themselves and others. Occasional exposure to clients with potential for violence.


QUALIFICATIONS:

Education: Must have either a Licensed Master’s Social Worker (LMSW), Licensed Professional Counselor (LPC), or Licensed Psychologist (LP).

Experience: A minimum of ten (10) years of experience in mental health is required. Must have demonstrated business, public relations, and/or community organization skills. Must have the ability to work with varied levels of organizations and strong written and verbal communication skills.

Licenses and Certifications: Valid Michigan Driver’s licenses with a good driving record.

Valid Michigan Driver’s license with good driving record.

Must be Certified in Advanced Alcohol and Drug Counselor (CAADC)

Must have or obtain a Certified Clinical Supervisor-Michigan (CCS) within two years

Knowledge, Skills, and Abilities: Knowledge of programs for adults with mental illness (including crisis and stabilization services), mental health administration, budgeting, and personnel administration. Management and leadership skills, and the ability to relate to all segments of the community. Analytical ability, planning skills, and the ability to oversee difficult, emotional people, and excellent communication skills.

4. Advanced computer skills, including all Microsoft applications (Competency testing may be required).

12. Ability to work independently and with varied hours.

Physical/Mental Requirements:

1. Hearing acuity to converse in person and on telephone.

2. Visual acuity to observe consumers behavior, read and proofread documents and use EHR and other electronic devices.

3. Ability to walk, stand or sit for extended periods of time.

4. Manual dexterity to write and to operate standard office equipment (PC, Keyboard, Copy Machine, Fax Machine, etc.)

5. Ability to lift and carry files and supplies at least 20 pounds.

6. Strong interpersonal skills to interact with leadership, employees, consumers, contractors, and the general public.

7. Analytical skills necessary to conduct research, analyze, and interpret complex data and identify and solve problems by proposing courses of action.

8. Ability to plan short and long range and to manage and schedule time.

9. Ability to manage stress in meeting deadlines and dealing with large numbers of employees and/or consumers.
