Summary/Objective

RWD Consulting, LLC is seeking an experienced Safety Manager. This position is located in Pittsburgh, PA at the CDC NIOSH Research Center. Under the direct supervision of the Project Manager this position will provide Safety oversight for the building mechanical operations and maintenance covered under the CDC/NIOSH contract. The Safety Manager will oversee the safety program & environmental compliance efforts for the contract to include all required documentation and ensures that the contractor is working in a safe and compliant environment while adhering to all local, state, federal, and agency specific requirements. Have the full skill set required for this role including logistic responsibilities for the locations in Morgantown, WV and Spokane, WA.

Essential Job Functions (including but not limited to):

1. Technical planning; organizing; coordinating; tracking (e.g., deliverables); managing performance; risk; subcontractors and resources.
2. The Safety Manager shall keep the Project Manager informed of any potential problems and make recommendations for solutions.
3. Conduct safety assessments and coordinate all aspects of safety management.
4. Oversee compliance standards for all applicable federal, state and local regulations pertaining to the environment and the health and safety of Contract personnel during the execution of work under this contract.
5. Maintain and update the Health and Safety Plan (CHSP) for implementing the site-specific overall safety program plan that is following the OSHA VPP Star Status Program for the specific work under this contract.
6. Provide or designate to a component person the health and safety training requirements to ensure that Contract and Subcontract personnel have the experience, knowledge, skills, and abilities necessary to safely discharge their responsibilities; include the frequency of HSE course topics and methods for determining proficiency and documenting training completion.
7. Applies an effective quality assurance mechanism for the safety performance and deliverables produced and submit to the government Safety Control team members as necessary.
8. Provides and designates with the Operation Manager responsibilities for sufficient oversight, supervision, and review of the work to ensure all employees (including any subcontractors) are functioning at acceptable levels for safety when performing their designated assignments.
9. Prepares necessary Safety documentation and updates to the Project & Operations Managers for the Monthly Status Report (MSR) later than the 10^th of each month.
10. Understands rules applicable (safety) to staff assigned to contract under the service contract act and/or Collective Bargaining Agreement
11. Willingness to solve problems and mitigate risks (associated with safety management) to include proactive communication to worksite and/or subcontractors concerning any emergency closures and/or Government shutdowns.
12. Supports execution of the change management plans, communications plans, and support training planning, coordination, logistics, execution, and post training execution functions, where applicable.

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 7:30am to 4:30PM

(respond to emergencies or call in request by client during or after hours)

Travel

This role will require travel to various CDC-NIOSH sites which included , Morgantown, WV, Cincinnato, OH and Spokane, WA.

Required Education and Experience

• Minimum 8 years’ experience in a similar role
• Bachelors in a Scientific, Safety or similar field
