Rochester Cornerstone Group is Hiring a Community Manager (FT) Near Rochester, NY

Job Title: Community Manager, Marketplace Senior Housing
Reports To: Area/District Manager
Earnings Status: Exempt; $50,000-62,000/ year based on experience
Summary: 
The Community Manager will oversee the day-to-day operational responsibilities of an affordable housing community while promoting company culture, mission, and values, as well as acting with the highest level of ethical decision-making at all times.
Essential Functions:
Financial/Administrative Operation
  • Manages all communications with residents regarding rent and past due balances; prepares and facilitates reminders, payment arrangements, and/or legal eviction procedures according to company timelines.
  • Collects rent, processes billing statements, posts payments, and deposits receipts according to company procedures and timelines (including Section 8 and other supplemental payments).
  • Prepares reports as requested by the District or Area Manager, Accounting, or any corporate office department.
  • Maintains accurate records and resident files in company-approved, internal, and external audit-compliant orders. 
  • Processes move-out paperwork and security deposits; inputs information into OneSite/applicable software.
  • Orders and maintains administrative office supplies.
  • Ensures timely communication with the District/Area Manager regarding all phases of property operation, resident issues, and significant changes or problems.
Marketing/ Leasing/ Move In
  • Formulates ideas for an effective marketing plan.Implements the marketing plan as directed by the District/Area Manager. 
  • Accurately records and tracks quantity and details of telephone and in-person prospects.
  • Shows and leases apartments to prospective residents.
  • Processes approve/deny rental applications in accordance with the Tenant Selection Plan, Marketing Plan, Compliance Programs, and all applicable laws and regulations.
  • Conducts new resident orientation to property including rules and regulations.
  • Performs move-in and move-out inspections with residents.
Resident Retention
  • Enforces and adheres to lease and rules and regulations as appropriate to Fair Housing laws and ensures consistent treatment of all residents.
  • Processes work orders from inception to completion in Boston Post;performs resident follow-up calls on work orders. 
  • Maintains a professional office atmosphere to ensure all residents and prospective residents feel welcome.Maintains a positive customer service attitude; including but not limited to being pleasant, professional, and responsive to residents, prospective residents, vendors, contractors, and all staff.
  • Processes monthly lease renewals, prepares all necessary documentation and schedules, and conducts interim and annual re-certifications or lease renewal signing according to policies and procedures. *Please refer to the “Compliance” section along with the policy and procedures for Affordable housing.
Physical Operation
  • Walks and inspects property to monitor vacant apartments, model apartments, exterior lighting, landscaping, pavement conditions, etc. Reports action items to the District/Area Manager. 
  • Ensures property is prepared for scheduled audits or regulatory inspections. 
  • Monitors apartment inspections relating to move-in and move-out procedures. 
Compliance
  • Understands and conducts all business in accordance with regulations of HUD, DHCR, HFA, USDA, and all other federal and state supervisory agencies, Fair Housing, Americans with Disabilities Act, OSHA, federal, state, local, and all other laws pertaining to multifamily housing and employees.
  • Maintains accurate waiting list (AWL) in accordance with program compliance.
  • Processes required correspondence to remain in compliance with the 120, 90, 60- and 30-day notices (Affordable sites).
  • Schedules and performs applicant/resident interviews.
  • Obtains third-party verifications on income, assets, and deductions (when applicable).
  • Ensures accurate and timely completion of all Certifications utilizing the Tenant Rental Certification System (TRACS), and Management Interactive Network Connection (MINC). (Affordable sites).
  • Submits monthly reports to DHCR, HUD, USDA or other regulatory agencies as required.
  • Follows all company rules, regulations, policies, and procedures as set forth in training sessions, manuals, memos, and other means of communication.
  • Attends scheduled meetings including site staff meetings, corporate management meetings, or other meetings as required.
Other Functions:
  • Performs related duties consistent with the scope and intent of the position.
  • Communicates professionally, respectfully, and collaboratively as well as acts with the highest standards of ethical conduct at all times. 
  • Reinforces company mission, values, and culture at all times verbally as well as behaviorally.
Mental and Physical Demands:
  • Must be willing to contribute to the harmonious and professional workplace environment, in which all individuals are treated with respect, supporting and upholding our zero-tolerance policy for harassment, discrimination, retaliation, or other prohibited conduct.
  • Required to have complete knowledge of all phases of leasing and resident retention.
  • Must have excellent interpersonal, customer service, organization, time management, conflict resolution, and verbal and written communication skills.
  • Required to be computer proficient in Microsoft Office and ability to navigate the Internet.
  • Knowledge of OneSite or similar management software is needed.
  • Must be able to manage a flexible schedule including overtime.
  • Must have a valid driver’s license and New York State motor vehicle insurance along with reliable transportation.
  • Possession and required use of a personal cell phone.
  • Required to sit for prolonged periods; exposed to a visual display terminal for prolonged periods; dexterity and precision required in the operation of a computer.
  • Must be able to walk, lift, and move light loads (20 lb. max), bend, stoop, and climb stairs on a regular basis. 
Supervisory Responsibilities:
  • Hires new staff in cooperation with the District/Area Manager and corporate management. 
  • Effectively performs and documents appropriate staff evaluations including, but not limited to, performance reviews, compensation paperwork, corrective action discipline, and termination paperwork. 
  • Reinforces compliance of all human resources policies with staff. 
  • Encourages and facilitates training for staff including safety, emergency procedures, and other job-related development opportunities. 
  • Promotes “safety first” and ensures that all staff are in compliance with safety guidelines.
  • Models leadership and leads by example. 
  • Is committed to ongoing principles of creating diverse, equitable and inclusive strategies when selecting our employees, collaborating with partners, and engaging professionally with tenants.
Core Competencies/Qualifications:
  • High School Diploma required; Associate degree/Real Estate Education/Degree Preferred.
  • Minimum of five years experience in property/maintenance management or related field. 
  • Accredited Resident Manager (ARM) or Certified Manager of Housing (CMH). 
  • Knowledge of Tenant Rental Certification System (TRACS) (affordable sites).
  • Knowledge of Management Interactive Network Connection (MINC).
  • Must have or obtain a Certified Occupancy Specialist (affordable sites).
  • Must have and or obtain STAR certification.
  • Knowledge of LIHTC (affordable sites).
  • Extensive knowledge and experience with Microsoft Office and ability to navigate the Internet.
  • Command of the English language with the ability to edit the work of others.
  • Familiar with standards for business letters, memos, contracts, etc.
  • NYS Notary License must be obtained within six months of hire.
  • Performs other duties as assigned and commits to promoting company culture, mission and values.

Rochester's Cornerstone Group and Genesis Housing Development Corporation have closed on construction financing with NYS Housing Finance Agency to close on construction for a 150-unit affordable senior housing development on the Marketplace Mall campus.
 
Work on the building, designed by SWBR Architects, engineered by BME Associates, and to be built by LECESSE Construction, has begun and will continue until completion in Summer 2024.
