JOB SUMMARY
This position is responsible for the daily management and operations of the assigned area including, but not limited to, recreation, programs, property management, and parks. Works includes the development and administration of the departmental budget; and performs related professional, administrative, and supervisory work as required. The incumbent plans, organizes and implements programs within major organizational policies, reporting program progress to executive-level administration through reports and meetings.
ESSENTIAL JOB FUNCTIONS
- Assists the Executive Director in the development and administration of the departmental budget.
- Develops, recommends and implements department policies and procedures.
- Ensures the department’s compliance with applicable federal, state and local laws and regulations.
- Supervises department staff; supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending and approving employee discipline and discharge.
- Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
- Develops and administers the departments budget; ensures effective and efficient use of budgeted funds, personnel, materials, facilities and time; prepares related budget and financial reports.
- Studies parks and recreation needs; examines programs of other cities, counties and states to determine their applicability to such needs; develops programs to address local needs.
- Visits parks and recreational areas to assess development opportunities and to determine maintenance needs.
- Plans and directs facility acquisition, development and improvement projects; prepares project cost estimates.
- Develops and implements rules and regulations governing the use of parks and recreational facilities.
- Takes appropriate steps to ensure the safety of all citizens that utilize park property and facilities, enroll in recreation classes, attend special events and take part in any activity offered by the commission.
- Prepares and gives presentations to RCRC board of commissioners, county officials and civic / community groups concerning activities.
- Prepares records and reports for federal, state and private agencies concerning department activities and projects.
- Represents the commission at various local, regional and national conferences and meetings; serves as liaison to other municipalities, counties, state and federal agencies, various boards and commissions, community/professional/civic groups.
- Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.
- Performs general administrative / clerical work as required, including preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, attending meetings, etc.
- Attends meetings, workshops, conferences, training, etc., as appropriate to enhance job knowledge and skills.
- Performs other duties as necessary.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- Bachelor’s degree with a preference of degree in public or business administration, recreation, parks management, physical education, sports management, or a related field;
- Three to seven (3-7) years of related administrative and executive management work experience in recreation, athletics, and/or public sector environment.
- Knowledge of CAPRA accreditation standards preferred.
- Or any equivalent combination of training and experience that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane, and solid, and rectangular coordinates; mathematical classifications or schemes.
- Ability to synthesize or integrate analysis of data or information to discover facts or develop knowledge or interpretations; changes policies, procedures or methodologies based on new facts, knowledge or interpretations;
- Ability to negotiate, exchanging ideas, information, and opinions with others to formulate policy and programs or arrive jointly at decisions, conclusions, or solutions;
- Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner;
- Ability to perform work involving the application of principles of logical thinking to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact;
- Ability to read professional literature and technical manuals; speaking to groups of employees, other public and private groups; writing manuals and complex reports;
- Ability to perform advanced professional-level work methods and practices in the analysis, coordination or interpretation of work of a professional, fiscal or managerial nature and the ability for formulate important recommendations or make technical decisions that have an organization-wide impact. Requires sustained, intense concentration for accurate results and continuous exposure to sustained, unusual pressure; and
- Ability to make decisions, affecting most segments of the organization and the general public; works in a highly dynamic environment; responsible for establishing goals, objectives and policies.
CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS
- Certified Parks and Recreation Professional (CPRP) preferred.
- Must possess a valid Driver’s License to drive an RCRC vehicle, and produce an acceptable 10 year driving record.
PHYSICAL DEMANDS
The work is light work and requires exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects; work may also require feeling, manual dexterity, perceiving sounds at normal speaking levels, distinguishing among sounds, mental acuity, reaching, speaking, talking, visual acuity for color, and walking.

Work is typically performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
