Richland County Recreation Commission is Hiring a Deputy Director of Administration Near Columbia, SC

JOB SUMMARY

The Deputy Director of Administration will provide strategic and functional oversight of administrative services, including Human Resources, Community Relations, Information Technology, and the Richland County Recreation Foundation. The position participates in Executive Leadership Team planning, high-level decision making, build and foster a success oriented and accountable organizational environment. The incumbent will report to the Executive Director.

ESSENTIAL JOB FUNCTIONS

  • Plan, organizes, assigns, direct, review and evaluates the activities of the Administrative Services Division including Human Resources, Information Technology, Community Relations, and RCRF.
  • Develop and directs the implementation of goals, objectives, policies, procedures, and work standards for the Administrative Services Division.
  • Analyze complex problems, evaluate alternatives, and make sound recommendations related to the Administrative Services Division.
  • Analyze division support needs and ensure prompt and efficient delivery of services, materials, and supplies.
  • Directs the preparation and administration of the divisions budget.
  • Leads efforts to provide excellent internal customer service with a focus on effective and consistent evaluation and improvements.
  • Organize and set priorities for a variety of projects and tasks in an effective and efficient manner to ensure deadlines are met.
  • Review and evaluate performances, giving coaching and feedback and making personnel decisions as necessary; participate in interviewing, hiring and training of direct reports.
  • Prepare clear, concise and accurate reports, correspondence and other written materials.
  • Communicate clearly and concisely, both orally and in writing.
  • Use tact, initiative, prudence and independent judgement within general policy, procedural and legal guidelines.
  • Use computer technology and applications in the performance of daily activities.
  • Meet the physical requirements necessary to safely and effectively perform the assigned duties.
  • Performs other duties as necessary.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s degree with a preference of degree in public or business administration, human resources recreation, parks management, physical education, sports management, or a related field; Master’s degree in those listed disciplines preferred but not required.
  • Three to seven (3-7) years of related administrative and executive management work experience in recreation, athletics, and/or public sector environment.
  • Certified Parks and Recreation Professional (CPRP) preferred.
  • Knowledge of CAPRA accreditation standards preferred.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the methods, procedures, and policies for assigned area.
  • Knowledge of the philosophy and objectives of public parks and recreation.
  • Knowledge of the standard resources, materials, practices, and facilities utilized in parks and recreation.
  • Knowledge of CAPRA accreditation standards.
  • Knowledge of the principles of supervision, organization, and administration.
  • Knowledge of the financing sources and programs available through state and federal funding agencies for recreational programs.
  • Knowledge of the requirements, policies, and procedures of various media outlets necessary for promotional activities.
  • Skill in communication both verbally and writing.
  • Ability to plan, direct, and coordinate the work of professional, technical, clerical, and volunteer staff.
  • Ability to exercise independent judgment and in the interpretation and application of regulations to daily department operations.
  • Ability to exercise tact and courtesy in contact with public officials, business leaders, civic groups, and the public.
  • Ability to establish and maintain effective working relationship with assigned staff, public officials, community leaders, and professional groups.

CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS

  • SHRM-CP/PHR or a SHRM-SCP/SPHR (preferred)
  • Must possess a valid Driver’s License to drive an RCRC vehicle, and produce an acceptable 10 year driving record.

PHYSICAL DEMANDS

The work is light work and requires exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects; work may also require manual dexterity, perceiving sounds at normal speaking levels, distinguishing among sounds, mental acuity, reaching, speaking, talking, visual acuity for color, and walking.
