Position Name
Chief Program Officer
Position Summary
The Chief Program Officer (CPO) at Restore NYC reports to the President and is a member of the Senior Leadership Team. The CPO oversees the organization's Program staff, which includes the Client Services, Housing, Economic Empowerment, and Program Impact teams. The CPO provides strategic leadership, ensuring that all aspects of the programs are aligned with the mission, values, and program principles and achieving their goals and objectives. The ideal candidate should have senior leadership experience in organizations serving survivors of human trafficking and providing trauma-informed care.

Required Knowledge, Skills, and Abilities ("Must-Haves")
  • Affirm the Nicene Creed and attend a Christian church
  • Master's degree in a mental health or social service-related field, LCSW preferred
  • 7 years of senior leadership experience in a nonprofit or government organization and experience overseeing multiple programs or contracts at an organization serving individuals with gender-based violence, survivors of human trafficking, immigrant/refugee populations, and complex trauma and extensive training in trauma-informed care
  • Demonstrated experience managing a high-performing team in a multi-site structure to include professional development and supervision/mentorship
  • Comprehensive working knowledge of program planning, organizational structure, budgeting, administrative operations, and development/fundraising
  • Excellent communication skills, both written and oral, with the ability to represent the organization externally across a wide range of stakeholders and constituencies
  • Ability to successfully navigate a fast-paced, outcomes-driven, and entrepreneurial environment and demonstrated ability to analyze and compile complex data for planning and reporting purposes.
  • Demonstrated commitment to the values of diversity, equity, inclusiveness, and empowerment and a deep commitment to the healing and well-being of trafficking survivors
Who We Are
Restore NYC is a nonprofit organization making freedom real for survivors of trafficking in the United States. Its vision is a world free from trafficking and, for every survivor, a life of hope, restoration, and flourishing.
Over the past 15 years, Restore has served more than 2,600 survivors and those at risk and has emerged as a nationally recognized leader. Restore makes freedom a reality through three core programs: Client Services (case management and counseling), Housing, and Economic Empowerment. According to survivors, these three programs eliminate the vulnerabilities traffickers target, making a life of true and lasting freedom possible. These core programs are influenced and improved by our field-leading impact and evaluation program, which continues to collect data on Restore's efficacy and the trafficking field to provide real-time feedback for program improvement.
Today, Restore is a leading anti-trafficking nonprofit organization with over 40 staff, an office in New York City, and an annual budget of over $5 million. Restore is distinguished by its empowerment-based initiatives, cross-sector collaboration, and promotion of impact-driven solutions. As a nationally recognized thought leader in the anti-trafficking space, Restore trains widely on its innovative approach to impact-driven service delivery and collaborates to present learnings to the field. In 2024, Restore NYC received the prestigious Presidential Award for Extraordinary Efforts to Combat Trafficking in Persons.

Program Principles: Our Framework
We use these guiding principles as a framework for delivering our services. Safety and trauma-informed care are core to service delivery. We break barriers and embrace cultural humility, fostering an environment where every individual's identity is respected and celebrated.
Specific Responsibilities
Senior Leadership
  • Participate in Restore's Senior Leadership Team (SLT) and Leadership Team (LT) meetings; provide essential and timely program updates; demonstrate a commitment to building a healthy team culture that embodies Restore's mission, vision, and values
  • In alignment with the strategic plan, develop and implement Restore's program strategy and recommend timelines in alignment with our mission and vision to ensure expansion and growth in our program impact, including obtaining new resources, space, and funding
  • Oversee design and implementation of program strategy and approach, including program logic models and impact evaluation alongside program leaders; work closely with program leaders to ensure effective and efficient execution of program activities and processes
  • Represent Restore on relevant committees and task forces, as well as at speaking engagements, conference panels, and trainings; serve as liaison to key government agencies
Program Leadership
  • Develop a collaborative team environment to motivate and inspire program staff toward the mission, clearly communicate Restore's vision, and reinforce Restore's values
  • Ensure the effective execution of evidence-based interventions, survivor-driven, trauma-informed services, and resources in service delivery and alignment of Restore's Program principles
  • Make recommendations to the President for staffing needs; oversee recruitment, hiring, onboarding, staff development, timely and transparent performance evaluations, and off-boarding of program staff
  • Coordinate with Restore's Senior Leadership Team on developing new program ideas and pilot projects, including integrating successful pilots into the program department
  • Provide select onboarding and ongoing training presentations to Restore staff and interns alongside the program team (topics include but are not limited to our team, services to survivors of trafficking, referral process, and impact approach)
  • Provide mentoring, guidance, supervision, and professional development to the program team and provide direct management to program directors(Directors of client services, housing, economic empowerment, and Impact)
  • Ensure efficient and effective deployment of resources consistent with organizational goals, working with staff to balance workload and effort, and provide regular feedback so that key staff can continuously improve their ability to achieve objectives and promote Restore as a service provider of choice
  • Work closely with the Finance department to budget and monitor programmatic operations to ensure sound financial and system management
  • Ensure communication with program leadership to support sound fiscal management within budgetary constraints across all programs
Development and Grants
  • Assist the President and Development team with government, private, and faith-based proposals and applications, as well as reporting; coordinate planning and activities necessary for the development of model program designs in response to RFPs and RFAs and grant-writing and grant-reporting for direct service programs, as well as stewarding funding relationships
  • Collaborate with the Development team; provide content for campaigns and development materials, including learnings & impact, narratives, and updates on Restore programs. Work alongside Communications staff to develop program materials for external presentation (e.g., website, one-pagers, pamphlets, handouts)
  • As requested, represent Restore at special events as a speaker and presenter
Learnings and Impact
  • Facilitate the establishment and tracking of annual department, program-specific key performance indicators and promote accountability in achieving these objectives
  • Oversee program evaluation, learnings, and impact for Restore's programs to innovate and expand our services
  • Serve as thought leader to create resources (e.g., learning materials) on relevant anti-trafficking topics and our program framework, model, approach, etc.; work alongside training team to develop and appropriately share these resources
  • Oversee development of the Apricot data system, serve as administrator to make changes and modifications to the system
Compensation
The salary range is a minimum of $141,000. Restore provides a comprehensive benefits package, including 401(k) matching, HSA/FSA, 15 vacation days, four spiritual retreat days, unlimited sick days, parental leave, a flex-time policy, major medical, vision, dental, life and disability insurance, and commuter benefits.
