OUR CLIENT is searching for a driven, multifaceted professional to administer the agency across all realms of Human Resources. This position serves as a strategic organizational business partner by providing oversight, direction, and administration of the Human Resources department. (For the purpose of this job advertisement, our client may at times be referred to as "The Organization" or "The Agency")

This role is a key partner to leadership by way of helping to communicate and implement integrated, value-added human resources strategies that positively impact business goals. The Human Resources Director should exercise highly responsible, professional, administrative and supervisory responsibilities in directing the Human Resources Division and providing strategic human resource guidance to the entire organization in the areas of: benefits, recruiting, employee relations, classification/compensation plans, training, and policy administration. This position also serves as the compliance officer in relation to labor laws and the union labor contract agreements.

The ideal candidate will have knowledge of, have operated in, or have a background in each of the following areas in at least some capacity:

• General principles and practices of human resources management and leadership
• Employee Relations
• Policy Administration
• Performance Management
• Labor Relations /unionized environment/grievance handling
• Federal FLSA rules and guidelines
• Records Management Guidelines

Skills/Education/Experience Requirements:

• A bachelor's degree in Human Resources Management, Business Administration, Public Administration, or a related field from an accredited college or university and five years' experience in human resources - including at least three years of managerial experience. Preferred Qualifications: A Master's degree in Human Resources Management, Public Administration, Business or related field and 7 years' experience in human resources - including at least five years of managerial experience.

• Integrity - Set the tone that work is done in a timely manner based on merit rather than on the nature of personal relationships and allegiances between employees. Ensure that rules are applied consistently across the organization. Serve as a cultural model and practice respect, integrity and inclusiveness.

• Employee, Community and Service-Oriented - Manage the Department with an employee and customer service focus and support of the organization. Introduce a culture that encourages proactive employee communication and engagement. Change the compliance driven culture to one that focuses more on partnerships, support and inclusion. Streamline business processes to make HR transactions and interactions more understandable, efficient, effective, and employee oriented.
• Leadership - Oversee the rebuilding of the Human Resources Department by implementing an employee/community/service-oriented focused environment. Strengthen the Department's reputation by improving its credibility and confidence.
• Results-driven and creative in solving challenges - Be responsive and ensure that work is advancing rapidly to achieve key performance indicators. Support creative solutions and provide guidance not only on what cannot be done but also what can be done to address an issue.
• Team-spirited - Build and maintain collaborative partnerships with senior management. Build a strong HR team that is empowered to make decisions and does not have to seek HR Director approval for routine business.

• Recruitment and Training - Work to address staffing and retention challenges by implementing more efficient, pro-active business processes and identifying creative solutions to address hiring/retention challenges. Continue to oversee training programs for the various employee groups.
