CONTRACT SUPPORT SPECIALIST

LOCATION: Bldg. 955, Eglin AFB, FL

ESSENTIAL FUNCTIONS: The Contract Support Specialist will work closely with the Contracts & Procurement Manager and will provide backup support in areas of contract and subcontract management, procurement, and government interactions. Primary daily duties include formally receiving, assigning, and closing Technical Directives in PIMS; preparing, submitting, and tracking formal technical directive cost estimates; and coordinating, preparing, and submitting Contract Data Requirements List (CDRL) items. The Contract Support Specialist will also be the RT&T Cell Phone Officer. Technical Directive oversight includes reviewing the requirements which requires a thorough understanding of the E-OMS contract Performance Work Statement to ensure work is within the scope of the contract and a complete understanding of RT&T’s organizational structure. As C&P Manager backup, must have a basic understanding of subcontracts and consultant agreement administration, basic procurement policies and procedures, basic accounts payable procedures, and all basic contracting obligations.

GENERAL DUTIES: Task Directive oversight to include the following: receiving tasks from the Government's Electronic Directive System (EDS) through PIMS; determining and assigning the Office of Primary Responsibility; determining if a cost estimate is required; contractual oversight of task cost estimating including preparation and submission of task estimates to the Government; officially closing the task in PIMS after work is complete. As CDRL POC, will be required to prepare several different Government reports on a weekly, monthly, and/or as needed basis. As cell phone coordinator, will order new cell phones and prepare monthly bill for payment. Other duties will include: ensuring purchase orders are scanned completely and correctly, assisting in the preparation of subcontractor modifications, and assembling/distributing prime contract modifications.

Job Requirements

OTHER DUTIES: Back-up duties include assisting with travel coordination and credit card processing. Additional duties may be assigned to support contract/mission support requirements in job-related areas. Work may require occasional overtime and travel. Must have good verbal communication to be able to work in a group/team environment.

EDUCATION/EXPERIENCE REQUIREMENTS: BS or BA degree in business or a related field and/or specialized Government contracts training are required. Five years of directly-related Government or support contractor experience in a specialized administrative field may be substituted for the degree. Familiarity with Federal Acquisition Regulations (FAR) and (DFARS) is highly desired. Knowledge and experience with Government services contracts requirements and subcontractor management is desirable. Applicants must be familiar and proficient with commercial software programs such as Microsoft Office and be able to create and maintain fairly complex workbooks and tracking spreadsheets in Microsoft Excel. Prior Deltek CostPoint experience would be beneficial. Must have excellent verbal and written communications and organizational skills. Excellent typing and data entry skills are required. Must be able to use independent judgement to make decisions and be a self-starter who is able to multi-tasker.

OTHER REQUIREMENTS: This position requires a Secret security clearance. Candidates must be eligible to obtain and maintain a Secret security clearance. All selected candidates must undergo and successfully pass a background investigation and drug test as a condition of placement into this position. Supports ETTC operational objectives. Observes company Quality, Safety, Environmental, Security and Administrative policies; supports Process Improvement.

Good communication and strong computer skills are needed. Advanced in Microsoft Office Applications (Excel, Word, Outlook, ext.). Familiarity with Federal Acquisition Regulations (FAR), (DFARS) and (JTR) is highly desired.

WORK ENVIRONMENT: Work activities are normally performed in an environmentally controlled area in an office setting on Eglin AFB.

PHYSICAL DEMANDS: This position will the substantial movements (motions) of the wrists, hands, and or/fingers. Must be able to have close visual acuity to perform activities such as viewing a computer terminal.
