PositionOverview

We are seeking a highlyskilled Payroll Specialist to take charge of our payroll functions.Your primary responsibility will be to ensure accurate and timelypayment of payroll expenses and taxes.

Collaborating withprofessionals from various departments will be key aspects of yourrole. The Payroll Specialist is responsible for completing timelyand compliant weekly payroll and reporting.

This position plays acrucial role and requires a strong attention to detail andextensive payroll knowledge including wage scales prevailing wageDavis Bacon Act garnishments and various other taxlaws.

We are looking for an individual who isanalytical methodical and experienced in payroll administration. Adeep understanding of payroll regulations is crucial.

As our Payroll Manager youwill play a vital role in safeguarding the financial wellbeing ofour organization and ensuring our employees are paid accurately andon time.

KeyResponsibilities

  • Managing / delegatingcoordinating and executing all tasks related to payroll andcompliance.
  • Develop systems to process payrollaccount transactions (e.g. salaries benefits garnishmentsdeductions taxes and third party payments).
  • Assist in auditing prevailing wage projects;resolving payroll and prevailing wage discrepancies.
  • Monitor prevailing wage jobs to ensurecertified payroll and other reporting requirements are met.
  • Coordinate and manage timekeeping and payrollsystems.
  • Liaise with field Managers andSupervisors daily on employee timecards and records.
  • Work with field Management to ensure that PerDiems are being tracked properly on a daily basis.
  • Ensure that per diems are tracked weekly andare being paid appropriately.
  • Overseeprocessing of payroll changes (e.g. new hires terminations raises)and system upgrades.
  • Work with Accounting onrunning proper reports for jobcosting purposes.
  • Ensure that we are paying people according toproper Prevailing Wage Rates by state.
  • Certifyall appropriate payrolls weekly.
  • Ensurecompliance with relevant laws and internal policies.
  • Supervise and coach payroll clerks andassistants.
  • Liaise with auditors and managepayroll tax audits.
  • Collaborate with HumanResources (HR) and accounting teams.
  • Maintainaccurate records and prepare reports.
  • Resolveissues and answer payrollrelated questions.

Qualifications

  • Experiencewith prevailing wage is preferred including certifying payroll.
  • Proven experience as a payroll manager orsimilar role.
  • A Bachelors Degree in HumanResources or related degree is highly preferred.
  • Having an FPC or CPP Certification is a plus.
  • Current knowledge of payroll procedures andrelated laws.
  • Excellent understanding ofmultilocation payroll and taxes.
  • Familiaritywith payroll software / HRIS (e.g. SAP ADP Kronos) and MS Office(especially Excel).
  • A keen eye for detail.
  • An analytical mind and good math skills.
  • Outstanding communication skills (written andoral).
  • Organizational and leadership skills.
  • BSc / BA in Business Administration AccountingHuman Resources or related field; professional certification (e.g.CPP CPM) is a plus.

PhysicalRequirements

  • Ability to sitfor prolonged periods of time at a desk / computer.
  • Use arms and hands to reach for handle ormanipulate objects.
  • Lift and carry materialsweighing up to 50 pounds; occasionally lift items weighing morethan 50 pounds with assistance.
  • Stoop kneelcrouch and crawl.
  • See well (naturally or withcorrection).
  • Eyehand coordination.
