Overview:

Quantum Research International, Inc. (Quantum) is a certified DoD Contractor providing services and products to US/Allied governments and industry in the following main areas: (1) Cybersecurity, High Performance Computing Systems, Cloud Services and Systems; (2) Space and Ground Support Systems; (3) Aviation Systems; (4) Missile Systems; (5) Artificial Intelligence/ Machine Learning Systems and Experimentation/Training; and (6) Audio Visual Systems and Services. Quantum's Corporate Office is in Huntsville, AL, but Quantum actively hires for positions nationwide and internationally. Mission:

Quantum Research International has an opening for a Systems Engineer to assist with reviewing the latest DoD and Army revised regulations, updates, Directive Type Memorandum, etc., for potential changes to the PEO MS Systems Engineering Program. Assists with developing recommended directions for changes to the PEO MS Systems Engineering Program and forwards to the Chief Engineer for approval to execute. This scope of work defines the key parameters, responsibilities and deliverables expected. The applicant will provide subject matter expert-level system engineer support to various customers, but principally to the Program Executive Office (PEO) Missiles and Space (MS), Office of the Chief Engineer (OCE). They will provide the necessary technical knowledge and expertise to support the PEO MS OCE and the associated PEO MS weapons systems’ programs, whether they be Programs of Record (PoRs) or other acquisition efforts such as Quick Reaction Capabilities, Rapid Equipping Force efforts, or any other non‐PoR activity and the individual PEO MS Project Management Offices. They will use his knowledge, and experience and with Model Based Systems Engineering (MBSE) and the associated tools to provide R&D and engineering services that may involve all life‐cycle phases in support of PEO MS‐managed weapons systems’ processes and activities.

Responsibilities:

  • Review and assess the implementation of Systems Engineering (SE) in the PEO, MS, and Project Offices (POs). Identify opportunities for improvement of effectiveness and efficiencies in support to other PEO MS Staffs and POs. Develop PEO, MS, SE standards, policies, and procedures. Identify SE “best practices”.
  • Provide training to Chief Engineer Staff (CES) and PO SEs in SE standards, policies, procedures and “best practices”. Assist other CES members in developing metrics in their areas of responsibility (AORs). Identify basis for SE metrics and rationale for metric values. Evaluate SE metrics as reported by PEO MS POs in Program Management Reviews.
  • Support the development and implementation of new SE tools and techniques in the PEO, MS, and POs for Integrated Master Scheduling, Model Based Systems Engineering, Risk and Opportunity Management, and Product Data Management.
  • Participate as an Independent Assessor of Program Management Offices (PMO) Technical Reviews. Evaluate SE planning in PMO System Engineering Plans, Acquisition Strategies, Acquisition Plans, and other PMO Acquisition Milestone documentation. Support PMOs in the conduct of Technology Readiness Assessments, Integration Readiness Assessments, and Manufacturing Readiness Assessments. Provide SE Subject Matter Expertise in Program Reviews and Technical Interchange Meetings. Support POs in ‘shaping briefings’ to the PEO and MS.
  • Develop briefings, white papers, information papers for the PEO, MS, and CE.
  • Provide periodic status reports to the PEO, MS, and CE input to the PEO, MS, Weekly Significant Events Report, and PEO, MS internal and external articles as required.
  • Respond to Staff Action Office (SACO) Taskers as required. Initiate internal SACO Taskers as required.
  • Support request from the PEO and MS Business Management Office for information, assessments, and evaluations. Evaluate Acquisition Strategies, Acquisition Plans, Request for Proposals (RFPs), Request for Information (RFI), Responses to RFPs and RFIs, Contract Requirements Packages, and other PMO contract documentation as required.

Requirements:

  • This position requires the ability to obtain and maintain a Security Clearance.
  • Bachelor’s or master’s degree from an accredited university in engineering. 
  • Experience with MATLAB for data analysis and/or modeling and simulation.

Preferred Qualifications:

  • 5 or more years' related work experience or an equivalent combination of education and experience.
  • 1 years of experience performing software integration with hardware, firmware, and other software, including coordination with interfacing technical teams.
  • Experience in formal technical writing (i.e., Whitepapers, Tech-Notes, Technical Journals, and Research Reports).
