Position Description

The Professional Business Development Group (PBDG) is seeking a knowledgeable and culturally sensitive Small Business Advisor and Trainer with a background in entrepreneurship or small business ownership. The role involves providing guidance, support, and training to small construction and service businesses in Oregon to enhance their operations and foster growth. The ideal candidate should possess a deep understanding of construction and service industry practices, business management principles, and effective training methods. They should also be comfortable working with diverse populations and reaching out to small business owners. Responsibilities include offering one-on-one technical assistance, mentorship, and consulting services, as well as facilitating workshops and trainings for small groups of entrepreneurs. The position offers flexibility in managing one's schedule according to client availability and involves engagement with community partners and program development activities.

The position reports to the Executive Director.

Key Responsibilities:

Business Advisory Services:

  • Provide one-on-one advisory services to small construction businesses, offering guidance on business planning, strategy development, financial management, and operational efficiency.
  • Conduct assessments of small businesses to identify areas for improvement and develop tailored action plans to address identified needs.
  • Assist businesses with government registrations (i.e. www.sam.gov) and certifications (SBA's HUBZone, 8(a), SDVOSB, etc. plus COBID Certifications) related to selling to the government, finding opportunities, marketing to government buyers, bidding, getting paid, proposal development, interpretation of regulations, and more.

  • Training and Development:
  • Develop and deliver training programs and workshops designed to enhance the skills and knowledge of small business owners and their employees.
  • Collaborate with industry partners, educational institutions, and community organizations to facilitate access to training opportunities and resources for small construction businesses.
  • Conduct outreach to businesses throughout Oregon about government contracting opportunities with federal, state and local governments as well as prime contractors.
  • Guide businesses through the process of assessing their capacity/suitability for government contracting
  • Assess firms' training and technical assistance needs and develop a service plan outlining recommendations for
  • Enroll businesses in the GCAP’s electronic bid-match service

  • Industry Networking and Outreach:
  • Build and maintain relationships with key stakeholders in the construction industry, including contractors, suppliers, government agencies, and industry associations.
  • Represent the organization at industry events, conferences, and networking functions to promote advisory services and training programs.
  • Stay informed about industry trends, regulatory changes, and best practices to ensure the relevance and effectiveness of advisory and training offerings.
  • Develop and maintain relationships with federal, state and local government agencies and prime contractors

  • Program Evaluation and Reporting:
  • Monitor and evaluate the impact of advisory services and training programs on small business performance, using data-driven metrics and feedback mechanisms.
  • Prepare regular reports and assessments to track progress, outcomes, and areas for improvement, and make recommendations for program enhancements.
  • Collaborate with internal teams to ensure compliance with funding requirements, reporting deadlines, and program objectives.
  • Other duties as assigned

Qualifications:

  • Bachelor's degree in business administration, construction management, or equivalent professional experience
  • Experience working with BIPOC and women owned small businesses highly preferred
  • Proven track record of providing advisory services and training to small businesses, preferably in the construction sector.
  • Ability to follow-up with clients, partners and colleagues in a timely manner
  • Self-starter with lots of initiative who thrives on collaborating with multiple team members.
  • Excellent communication and interpersonal skills, with the ability to build rapport and trust with diverse stakeholders.
  • Strong organizational skills and attention to detail, with the ability to manage multiple projects and deadlines effectively.
  • One-three years experience in, or combination of, entrepreneurship, small business

ownership or management, microenterprise development, business assistance,

consulting, training, teaching and/or mentoring adults

  • Experience with program and contract/grant management.
  • Proficiency in project management software, business analysis tools, and google suite.
  • Commitment to continuous learning and professional development.
  • Valid driver's license and willingness to travel to client sites as needed.

Preferred

  • Experience in the construction industry, with a strong understanding of construction processes, regulations, and best practices.

Pay: $60,000.00 - $75,000.00 per year
