Job Description

Prescient Edge is seeking a Data Analyst to support a Federal Government client. As a Data Analyst, you will work in the Arlington, VA office supporting accountable property within the Army Program Executive Offices (PEOs). You will be responsible for providing fast responses to emergent issues of high interest to the leadership team at the client site. The issues will require data analytics to provide information as it pertains to accountable property and its utilization within the community. In addition, you will conduct data analysis and gathering on data throughout the Army Enterprise. Finally, you will support the development, implementation, and identification of techniques to improve data reporting and quality.

As a Program Analyst, your responsibilities include:

• Conduct research and analysis on assigned issues
• Work within the team, sharing information that has been gathered from their research
• Be resourceful in the references and research venues used to ascertain information that is germane to the subject under review
• Correlate events and occurrences rationally to ascertain cause of problems
• Collect and organize data to be meaningful and helpful to provide information and assist in making decisions
• Able to gather, crosscheck, clean, reorganize, process, and model data to support decision making
• Analyze a large volume data – both structured and unstructured
• Prepare and present data in necessary form (e.g., graphs, charts, tables) for decision making and problem solving
• Identify ways to improve efficiency and data automation
• Recommend records management principles and data quality expectations
• Support automated process development for collection of data elements/points
• Develop and support reporting metrics
• Monitor and audit data quality
• Support validation efforts to ensure data compliance
• Work with internal and external clients to understand data content and where found within the Army Enterprise
• Coordinate and liaison with organizations that have pertinent information in support of the assigned issues
• Work closely in a team environment while under deadline pressures to produce a product on the assigned task, to standard, and on time
• Review transactions and records for double reporting, utilization, discrepancies, inconsistencies, misalignment, and errors
• Develop a scorecard for data reporting to be used to evaluate accuracy, completeness, and compliance
• Analyze inventory and recommends reporting formats, policy changes, and system information to facilitate better accountability and accuracy
• Create recommendations for dashboards and visualization of data
• Prepare reports for internal and external audiences
• Independently develop graphical presentations of statistical data as well as composite material involving data and other types of material for briefings, publications, and routine reports
• Independently or working with others, develops methods and process to assist the Government with improving its data quality and business practices
• Acts as a review specialist and coordinator for newly developed or modified data systems
• Serves as a technical advisor on matters related to data, inventory, and design interfaces

Job Requirements

• Active Secret clearance
• Bachelor of Science degree in a related field (e.g., Computer Science, Mathematics, Statistics, etc.)
• Three or more years of experience with SQL
• Experience performing data analysis and interpreting results
• Conceptual understanding and/or prior experience related to data profiling, fuzzy matching, entity resolution, and signal detection theory (specifically with respect to SD Theory: designing and improving systems that monitor, minimize, and balance false positive and false negative outcomes)
• Knowledge and skill in applying analytical and evaluative methods and techniques to complex projects
• Ability to assess data against problem set or challenges
• Knowledgeable on figures and numbers and the relationship between them
• Ability to interpret math and organize the information
• Ability to measure and analyze information
• Ability to track trends over time
• Ability to schedule and budget
• Ability to create data queries and analyze information using Microsoft products
• Statistical knowledge
• Computer software skills, including Oracle, HIVE, Hadoop, SAP, JIRA, SharePoint, and Remedy
• Experience in managing multiple efforts and achieving stated goals and requirements
• Ability to use interpersonal techniques to meet and deal effectively with others at all levels of authority
• The ability to effectively make decisions, solve problems, and work within a team
• Experience communicating technical information orally and in writing in preparation of required reports
• Ability to manage multiple projects effectively
