Premier Solutions Hi, LLC is Hiring a Program Manager Near Washington, DC

Job Purpose

The Program Manager for the Program Executive Office for Integrated Warfare Systems (PEO IWS) plays a critical role in overseeing and managing various projects and programs within the organization. Program manager is concerned with overall planning, direction and success of major programs, systems development efforts, and research or technology initiatives which have great significance to the activities and agency’s needs. Program Managers are also responsible for the overall program definition, organization, and direction of short- and long-range plans. This includes the responsibility for formulating, guiding, and directing the technical approach; and defining and negotiation with activity and agency personnel for necessary resources. Establishment and control of technical milestones, schedules, budgets, and costs are also essential tasks for the Program Manager. They assess the impact of these projects, decide on priorities, set milestones, and ensure completion within the time and costs limit. Complies with the Department of Defense planning, programming, budgeting, and execution system as implemented. The Program Manager should be motivated by a desire to optimize productivity and nurture program success from inception to completion.

Duties and Responsibilities

· Strategizes, implements, and maintains program initiatives that adhere to organizational objectives.

· Develop and execute comprehensive program plans, including scope, schedule, budget, and resource allocation.

· Maintains organizational standards of satisfaction, quality, and performance.

· Monitor program progress and performance metrics, identifying and mitigating risks and issues as they arise.

· Oversees multiple project teams, ensuring program goals are reached.

· Manage budget and funding channels for maximum productivity.

· Oversee the administration of contracts and subcontracts, ensuring compliance with contractual requirements.

· On a routine basis, setup contracts review meetings to review the performance of the contract with government counterparts.

· Identifying and implementing “Best Practices” improvements.

Ensures Team provides monthly deliverables:

· Ensures Status Report of work conducted, Personnel Roster of active and inactive personnel and Expenditure Report.

· Ensures a monthly list of personnel supporting the program that details the individual, the company the individual is employed by, along with the individual's title, labor category, task area, man hours expended, man hours remaining, and fully burdened labor cost.

· Ensures that a monthly program financial status that tracks is planned, funded, and expended dollars to facilitate Quarterly Contract Progress Reviews, and inputs into the Informal Performance Assessment Reports and annual Contractor Performance Assessment Reports.

· Ensures that reports on Quarterly Informal Performance Assessment Reports are conducted.

· Acts as a warning mechanism for the need of follow-up corrective actions.

· Ensures that reports progress, status, and management challenges. This report shall be easily traceable to the apportionment of work under. All personnel changes shall be reported.

· Ensures Funds and Man-hours Expenditures against the original, Government approved and baselined plan, for apportioned work.

· Ensures and identifies monthly cumulative burn rates and reports receipt of invoices and when paid are complete.

· Conducts a program review; the site, date and time shall be mutually agreeable between parties.

· Ensures the completion and review of gathering, preparing, and timely distribution of minutes. Each program review shall address the Contract Ceiling. Tasking for each year and projections; projected and actual expenditure variances by program. Status and/or resolution of items of interest and performance issues, challenges, risks, or opportunities.

Required Skills and Qualifications

· A bachelor’s degree in business, Economics, Finance, Accounting, or a related major or equivalent professional experience is required.

· 15 years relevant experience supporting Navy combat systems.

· Communication and Briefing Skills at the SES/Flag Level.

• Must be an US citizen

• Must have secret clearance or willing to obtain

Preferred Skills and Qualifications

· Certified public accountants (CPA) or certified financial analysts (CFA)

· Master’s degree in business administration (MBA)

· Project Management Professional (PMP) or DAWIA III in Program Management

· Conceptual knowledge of U.S. Navy Combat Systems

· Foreign Military Sales (FMS) Case, Admin, and Building Partner Capacity Funding Experience

· Experience with cost, schedule, and performance as it relates to program execution.

· Program and Personnel Management

· Demonstrated Expertise in Financial Management

· Experience working in a program office or PEO at a Navy Systems Command

· Program Management experience running a large support services contract with multiple subcontractors.

· Demonstrated Knowledge of DoD/DoN procedures and Policies (DoD 5000 process)

· Five or more years of experience in an upper-management role, preferably in program management.

· Exceptional skills in leadership, time management, facilitation, and organization.

· Demonstrates excellent financial and quantitative skills.
