Position Summary
Brief Description of PSU/School/Dept
Founded in 1993, the Child Welfare Partnership was one of the first in the nation to combine social work research, training and education into an integrated and collaborative program to advance the outcomes of children and families in the State of Oregon. In partnership with the Oregon Department of Human Services, the Child Welfare Partnership delivers an extensive and nationally recognized training curriculum and program for child welfare workers with a mission to “build the capacity of human organizations and systems to improve the equity and effectiveness of services and community supports for children, youth, and families.” Over 120,000 persons have been trained to be caseworkers, social service assistants, and supervisors to support the individual needs of families and best serve Oregon’s children and young people.
Position Summary

This position is located in downtown Salem, Oregon at the Child Welfare Partnership Training Center. A hybrid remote, in-person schedule is available and is based on programmatic needs. Occasional evening work or travel to meet project deliverables. The Child Welfare Partnership (CWP) is part of the Center for Improvement of Child & Family Services within the School of Social Work.
This position works with a diverse team of trainers to plan, design, and deliver complex curriculums for Child Welfare Department staff and community partners, including tribal child welfare staff. Training has an emphasis on Safety, Permanency, and Well-being for children using a trauma informed and social justice framework. The position further develops and refines curriculum materials for the training program in response to new projects, newly identified best practices, and policy and practice changes initiated by the Oregon Department of Human Services (ODHS), in an effort to assist with workforce development that is in alignment with their strategic goals.
This position consults with direct service staff on field practice, field supervisor and managers on training needs and delivery. This position participates on ODHS and CWP Workgroups that look at practice and policy initiatives in order to share training and best practice perspectives. In conjunction with colleagues and the management team, this position has responsibility to participate in organizational training needs assessments and comprehensive program evaluation. The person will have a primary work site at the PSU Salem Center, ensuring interaction with the main training unit and the central ODHS office, and providing a centralized point of access to branch offices. Travel may be required as part of this position. This is a full-time, hourly, limited-duration appointment.
Minimum Qualifications from Classification
  • Three years of experience as a trainer which included responsibility for assessing, planning, delivering, and evaluating training needs in an organization; AND
  • A Bachelor’s degree in Business Administration, Public Administration, Education, or Human Resources (Personnel) Management; or three more years of pertinent experience.
Additional Minimum Qualifications for this Position
  • Experience working with families in a public, private or tribal child welfare or social service agency.
  • Demonstrated understanding of definitions, concepts, and impacts related to race equity and inclusion.
  • Experience providing training to diverse audiences and demonstrated ability to facilitate discussions on race equity.
Preferred Qualifications
  • Bachelor’s degree or Master’s degree in a human services field.
  • Oregon Child Welfare Experience.
  • Understanding of adult learning principles, presentation platform skills, and training design.
  • Bilingual and/or bicultural knowledge and skills.

Work Days/Hours
Flexible work schedule, generally M-F 8-5 with some evening and weekend training assignments
Total Compensation Range & Benefits Statement
The monthly starting salary rate for this position will be between a Step 6 $5,992 and a Step 10 $7,247 (annual salary rate 71,904 to 86,964). The starting salary is dependent upon the knowledge, experience, skills and abilities of the chosen candidate, the budget of the hiring department, and approval from HR. PSU’s excellent benefits package includes 95% premium paid healthcare; a generous retirement and vacation package; and reduced tuition rates for employee, spouse or dependent at any of the Oregon Public Universities.

This position is grant funded through June 30, 2024. It is anticipated that funding will continue beyond that date as the CWP has contracted with ODHS since 1993.
