Portland Parks Golf Courses is Hiring a General Manager Near Portland, OR

Property Description:

The Portland Parks Golf Courses General Manager is responsible for overseeing four separate golf courses owned by the City of Portland Parks Department.

Colwood Golf Center

Located in Northeast Portland, minutes from PDX International Airport, downtown Portland, and Vancouver WA, Colwood Golf Center is a great venue for hosting golf outings. Colwood Golf Center features a 9 hole Par 3 golf course, 18 hole footgolf course, driving range (renovated in 2017), and spacious clubhouse with large event space attracting value-oriented clientele.

Each hole at Colwood Golf Center features two sets of tees to hit from, as well as large, undulating greens. This accommodates golfers of all skill levels and creates a fun golf experience with a primary focus on player development.

Eastmoreland Golf Course

18 holes, centrally located in Portland’s affluent southeast neighborhood. The course features a double decker 34-stall driving range equipped with lights, a bustling restaurant, snack bar and a private event space.

Eastmoreland Golf Course is Oregon’s second oldest golf course. It came into being originally as a golf course for the use of members of the Multnomah Athletic Club. When one of the members of the Multnomah Club returned from Spokane, where he saw how a golf course was created with help from the municipal Park Commission, an idea had been planted. A committee was organized, with members serving from each of the three local golf courses (Waverly, Portland, and Tualatin). The plan was to rent a 150-acre plot of pastureland that had been leased to the Willsburg Dairy. This agreement was to have lasted for five years. Portland’s Mayor Albee approved of the project, and soon the City was purchasing rather than renting. Chandler Egan, a former national amateur golf champion and leading golf course architect, was commissioned to design the course, and in 1917, Portland had its first public golf course.

Heron Lakes Golf Course

Nestled between the Willamette River and the Columbia Slough, this property is a natural flood plain. For centuries the seasonal rise and fall of the water made it a rich plant and animal habitat and an important Indian gathering place. In the early 1900s levees were constructed for drainage which allowed for industrial development in the area.

Heron Lakes Golf Course is home to 36-holes of championship golf regarded as one of the best courses in the area. Designed by renowned golf architects Robert Trent Jones, Sr. and his son Robert Trent Jones II, the first 18 holes (present-day Greenback) and clubhouse were opened in 1971, under the name West Delta Park Golf Course. Along with the name change to Heron Lakes, another 9 holes were added during the 1980s giving the facility three 9-hole courses called the Red, White, and Blue. An additional fourth set of 9 holes were added in 1992 to form the present Great Blue Course. The facility has a grass tee driving range and small clubhouse with restaurant to support the high volume of daily play.

Rose City Golf Course

This is the spot once occupied by the Portland Country Club. The first nine holes of today’s golf course used to be one of four racetracks which are now park property. A spectacle sponsored by the American Legion featured a head-on collision between two locomotives. This was also the first landing field for airplanes in the vicinity. The clubhouse was built in 1932 and is on the National Register of Historic Places. Today, this golf course features challenging long par 4s and tree-lined fairways and is known as the quintessential “muni”. A local favorite among many senior players, hosting a small restaurant looking to make an impact on the neighborhood.

Position Summary:

Manages and directs the overall operational and fiscal performance of the facility in compliance and in accord with Company policies and procedures. Develops and implements fiscal, operational, and business development plans and strategies. Establishes and administers operational standards and quality performance guidelines for all system operating functions and staff.

Essential Duties and Responsibilities:

  • Direct, coordinate and monitor the development the facility’s annual business plan and operating/capital budgets. Make necessary adjustments and approve the final version for submission to senior management.
  • Monitor and evaluate financial performance relative to budget goals and objectives. Analyze budget variances, develop and implement action plans to achieve appropriate adjustments.
  • Analyze and evaluate operations to determine productivity efficiencies vs. budgeted standards. Develop and initiate action plans to achieve appropriate adjustments.
  • Review and approve financial expenditures and transactions relative to operations, services, and facilities/equipment within and according to established guidelines and procedures.
  • Manage the proper communication of system activities to help ensure coordination of activities between departments. Communicate clearly, tactfully, and persuasively with employees and customers as applicable. Interface directly with department management when appropriate.
  • Provide appropriate leadership in accord with Company culture and mission statement to promote positive employee morale and performance quality.
  • Provide direction, supervision, and guidance to subordinate management staff to assist with their skill development and help ensure the successful development and implementation of appropriate departmental operating and safety plans, goals, and policies & procedures.
  • Oversee and manage employment activities, including but not limited to, personnel recruitment and selection, performance evaluations, training, compensation, discipline and termination, etc. to ensure compliance with Company human resources policies and procedures.
  • Assess the quality of customer service activities in all departments. Formulate general plans and oversee their implementation towards achieving increased customer service excellence.
  • Develop and maintain positive relationships with clients, municipal officials, and community organizations.
  • Maintain knowledge of current and projected industry developments through continuous attention to golf industry periodicals and participation in relevant trade associations and organizations.
  • Assure the efficient and timely submission of all required operational, financial, budgetary and related reports.

Qualifications:

  • College degree preferred.
  • 5 years applicable functional, supervisory and/or management experience, preferably in the golf industry.
  • Demonstrated experience and capability in the areas of budget development, fiscal management, strategic planning, staff management.
  • Demonstrated quality written, verbal, and interpersonal communication skills.
  • Ability to analyze and solve problems; efficiently handle multiple duties under pressure with minimal supervision; work flexible hours as required including nights/weekends.
  • Positive attitude, professional manner and appearance in all situations.
