The LEARNING AND DEVELOPMENT SPECIALIST 2 designs, delivers, and evaluates complex training and development projects that facilitate group processes or instructs and informs state employees and community partners. Positions plan, design, and implement instructional strategies to develop program goals, objectives, and action plans. Some positions of this class deliver organizational development services by creating strategies to improve organizational effectiveness.
ESSENTIAL JOB DUTIES:
Needs Assessment and Evaluation:
Assess individual program or organizational development needs based on strategic organizational goals. Conduct skill gap analysis. Assess training needs and requirements to plan appropriate solutions and improvements to agency-critical training, development programs, and organizational effectiveness. Develop evaluation tools to measure training impact, participant learning, or changes in work behavior.
Consultation: 
  • Provide expertise, consultation, and technical assistance to agency staff, managers, and program customers to solve training and development issues. Consult on team building strategies and activities.
Course Design: 
  • Research and evaluate training sources, methods, and content. Research development trends. Evaluate, design, and plan learning or performance objectives, lesson plans, curriculum, and materials. Collaborate with subject matter experts.
Delivery: 
  • Evaluate and determine modes of training delivery appropriate to assessment and learners. 
  • Provide a variety of training facilitations, presentations, outreach, and instruction delivery methods and practices. 
  • Design detailed facilitator guides and training materials. 
  • Facilitate team building and learning events.
Organizational Development: 
  • Collaborate with internal and external partners to identify issues, generate alternatives, and develop solutions to agency goals. 
  • Facilitate quality improvement projects. 
  • Advise management on methods to bring change into effect and recommend strategies to improve work systems. 
  • Design processes for and facilitate problem-solving meetings and strategic planning sessions. 
  • Advise managers on developing performance measures to obtain strategic objectives. 
  • Identify barriers and recommend strategies to effect organizational change or improve systems. 
  • Assist management in executing organizational change strategies.
Training Administration: 
  • Formulate and update training and development policies or procedures. 
  • Work with procurement specialists to develop contract specifications or requests for proposals to obtain vendors. 
  • Administer training contracts for vendor training and monitor contractor’s work quality. 
  • Promote training or development services to employees and customers. 
  • Coordinate arrangements for training facilities and equipment. 
  • Verify costs do not exceed set budget amount. 
  • Maintain records, data, metrics, and write reports to monitor and evaluate training activities and effectiveness. 
  • Monitor completion of required annual trainings. 
  • Act as subject matter expert and provide oversight, technical support, and development for the learning management system. 
  • Review and assess training courses for compliance and consistency.
DISTINGUISHING FEATURES:
  • Employees plan and design training to help the organization achieve its strategic goals. Employees work under a broad framework of learning, organizational development, and human behavior principles. At this level, employees evaluate and assess organizational development needs and bring into effect agency or enterprise change strategies.
  • The responsibility for organizational development, organizational training needs assessment, or comprehensive program evaluation and design distinguish this class from the lower level.
  • Learning and development activities are the primary focus of positions assigned to this class. Training activities that are incidental or part of other professional duties should be assigned to a classification series related to the occupational specialty of the job. (e.g., engineering, child safety, law enforcement, therapy or therapeutic techniques).
SUPERVISION RECEIVED:Receives general supervision from a supervisor or manager who assigns broad objectives and generally reviews overall performance. Assignments are broad in nature, usually requiring originality, and inductive reasoning to design solutions and work products. Employees use independence in their actions or decisions based on organizational goals and direction. Employees apply broad guidelines to their work and develop new techniques or methods of achieving organizational change.
GENERAL INFORMATION:Employees conduct trainings in a classroom-like setting, online, or outdoors in non-traditional settings such as wilderness areas or vehicles for driver examination.
KNOWLEDGE AND SKILLS:
  • Knowledge of the principles and methods of learning, training, mentoring and coaching, and group leadership.
  • Knowledge of training and instructional resources and equipment associated with in-person training, instructor-led online training, or eLearning.
  • Knowledge of instructional methods and training techniques, including curriculum design, learning theory, group and individual techniques, virtually or in-person.
  • Knowledge of instructional design methods for instructor-led or eLearning
  • Knowledge of current organizational development trends and resources.
  • Skill designing training course objectives, lesson plans, and course materials.
  • Skill developing, designing, and delivering in-person training, instructor-led online training, or eLearning components/deliverables.
  • Skill operating a desktop computer, computer software applications, and platforms.
  • Skill planning, organizing, conducting, and evaluating training techniques.
  • Skill analyzing data and situations accurately and determining an effective course of action.
  • Skill assisting organizations achieve strategic goals.
  • Skill providing leadership and facilitation to groups.
  • Skill in public speaking, writing, and presenting information effectively.
  • Skill recognizing and dealing with conflict within a group.
  • Skill assessing individual, program, or organizational development needs, establishing objectives, and specifying the strategies and actions to achieve objectives.
Minimum qualifications:
  • 5 years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment; OR
  • 5 years of work experience designing, planning, and implementing organizational development strategies; OR
  • Bachelor’s degree in Education, Organizational Psychology, Business or Public Administration, Training & Development, Human Resources, Organizational Behavior, or a related degree and 2 years of work experience
