Polk County (OR) is Hiring an OFFICE SPECIALIST Near Des Moines, IA

Under general supervision, performs moderately complex clerical work in assisting the general public and others, in-person, over the telephone and/or two-way radio.
  1. Receives and answers inquiries, provides program information to, and assists the general public, other County departments, and/or clients and contractors, with application forms, registrations, and other documents relative to assigned department, in-person, over the telephone and/or two-way radios; directs callers and visitors to appropriate personnel.
  2. Compiles, processes, and distributes, files, complex records, and generated reports, correspondence and resolutions, documents, claims, writs, warrants, admissions and discharges, payments, statistical reports, including population and visitor summaries, staff schedules, and other forms following established procedures.
  3. Calculates, collects, assigns, records, files, reviews, verifies, and issues case numbers, fees, permits, docket books, liens, releases, other documents and services in compliance with ordinances and regulations. Gathers, analyzes, and interprets technical data to determine permit eligibility, legal notices and/or fees; explains ordinance requirements. 
  4. Operates a personal computer; maintains computer files by entering and updating program and client information. 
  5. Performs other clerical support functions including serving as back-up to other clerical staff, assembling bid packets, receiving and processing bids from contractors.
  6. Makes minor modifications to computer programs supplied by the State of Iowa in order to ensure that the information produced by the programs meets the County's needs; consults with State programming personnel to resolve problems and/or obtain guidance or direction.
  7. May record and transcribe minutes. 
  8. Performs related duties as assigned.
  • Considerable knowledge of office practices and procedures.
  • Knowledge of and ability to maintain departmental policies, practices and standards. 
  • Ability to function courteously and effectively in stressful situations, establish and maintain satisfactory working relationships with other County employees and the general public using patience and tact.
  • Ability to type 35 words per minute and/or possess data entry skills of 5,000 keystrokes per hour with a 5% or less error rate.
  • Ability to operate a personal computer and other general office equipment.
  • Ability to communicate effectively verbally and in writing.
  • Ability to accurately perform moderately complex mathematical calculations.
  • Ability to compose letters and memoranda. 
  • Ability to make minor decisions in accordance with laws, rules, regulations and departmental policies and procedures.
  • Ability to file alphabetically/numerically and maintain office records.
  • Ability to frequently lift up to 50 pounds dependent upon assigned department.
  • Ability to transcribe mechanical dictation.
  • Fundamental knowledge of planning and zoning, real estate, and/or sanitation practices and documents.
  • Knowledge of terminology used in home construction.
  • May require bilingual communication skills.
  • Graduation from high school or equivalent education, and
  • Two years of experience in clerical or related office work, or 
  • Any equivalent combination of training and experience that will have provided the required knowledge, skills, and abilities. 
Special Requirements:
  • A criminal background check is required.
  • A drug screen is required prior to final offer of employment.
  • Candidate must pass a National Fingerprint Criminal History Record Check through the Iowa Department of Criminal Investigation as defined in the State of Iowa code 235D.1 and Child/Adult Abuse Record Check through the Iowa Department of Human Services and Dru Sjoden National sex offender registry. 
  • A data entry and keyboarding test is required.
