JOB
In consultation with the E911 Service Board and under the general supervision of the Emergency Management Director, provides leadership, management, and performs administration duties related to the implementation, coordination, and maintenance of E911 services in Polk County E911 Service Area. Serves as the secretary to the Polk County E911 Service Board and receives direction from the Communications Center Directors regarding the functions and performance of their duties. Responsibilities include budget and fiscal management for the E911 Board/PSAPs and coordination and maintenance of the County 911 Emergency Telephone Data Base; Assists with development of the strategic plan.
EXAMPLE OF DUTIES
Provides staff support to the 911 Service Board; schedules appointments, arranges meetings/conferences, prepares agendas/notices, and takes minutes at meetings; prepares correspondence, memorandums, statistical reports, forms, lists, tables, and other specialized documents utilizing a personal computer and word processing, spreadsheet, and data base software programs; gathers and analyzes information and prepares reports that are used as a basis for decision making; prepares graphs, charts, and tables summarizing results; makes formal presentations; develops and prepares ad hoc and management statistical reports upon request. Prepares, develops, and presents the E911 budget for approval; monitors budget activity and provides regular status reports; monitors future system needs and advises the 911 board on long range capital projects; prepares strategic plan.Prepares and administers program budgets and/or fund disbursements ensuring federal and state requirements are met; utilizes the county’s accounting system to properly account for fund activity; ensure funds are properly expended; maintains statistical and fiscal records; prepares financial reports; assists in preparation of grant applications; tracks and monitors grant funded expenditures; ensures compliance with grant reporting requirements.Coordinates information provided by consulting companies, state offices, or other approved sources and presents it to the E911 Board; prepares reports to the E911 Board on administrative activities, field operations, and financial status of the E911 fund; keeps the Board apprised of E911 needs and major operational issues.Acts as a central point of contact for the E911 Service Board; facilitates relationships with local Public Safety agencies to promote the interchange of data/information; accesses needs of agencies serviced by the Communication Centers; serves as liaison in resolving issues between telephone companies and public safety answering points; maintains liaison with surrounding county E911 coordinators and state personnel. Serves as the Public Outreach Coordinator that includes giving presentations; manages the web-site, social media, mass notification systems, outdoor warning sirens, and GIS; provides information to the news media on programs and services; participates in meetings, educational workshops, and conferences related to E911. Maintains various databases and record keeping systems that provide for proper evaluation, control and preservation of pertinent information; conducts research, gathers, organizes, analyses, and interprets data relevant to program activities; maintains the E911 data base.Conducts training sessions and meetings for staff, telephone company personnel, and others regarding State or County policy and procedures, updates, and operational or equipment changes.Participates on committees and attends classes, seminars, and meetings related to the emergency management program; prepares technical reports and maintains records/maps; prepares and submits records/reports required by state and other regulatory agencies.Performs other duties as may be required.
SUPPLEMENTAL INFORMATION
Bachelor's degree in public administration, emergency communications, accounting or closely related field, andThree years experience as a multi-agency program coordinator, project manager, budget/fiscal officer, with 911 communication systems or public sector emergency management, orAny equivalent combination of education and experience that will have provided the required knowledge, skills, and abilities.Emergency Number Professional (ENP) certification through the National Emergency Number Association (NENA) and/or Registered Public Safety Leader (RPL) certification through Association of Public Safety Communications Officials (APCO) preferred.Special Requirements: A criminal background check is required.A drug screen is required prior to final offer of employment.A valid State of Iowa driver’s license is required.
