Position Summary: 

This Network Engineer position will primarily be responsible for re-engineering the Philadelphia Department of Public Health (PDPH) network, including improving network security, creating network segmentation, improving visibility and maintainability, under the technical direction of the Chief Network Operations Officer with the Office of Innovation and Technology (OIT). PDPH has both HIPAA and non-HIPAA environments; all environments contain sensitive information and the work requires confidentiality across the board. As time allows, this position may also take on other projects such as network inventory and assessment of lab environments or taking part in larger City projects.

This position is full-time for a period of one (1) year. Hours are primarily a standard business week, but may vary in order to make network changes while minimally impacting the operations of PDPH and our critical health and community safety services.

Duties and Responsibilities: 

• Assess and report on current state of network and network configuration across PDPH’s 20 locations
• Participate in design and planning with PDPH and OIT resources to re-engineer and secure these subnets according to business need and appropriate business, government, and HIPAA practices
• Implement the proposed and approved design, including clear, timely communication and working with colleagues and end users where necessary to assure work is minimally interrupted and all services are promptly returned to full function
• Fully document PDPH network environment as-built and perform full handover to OIT Networking team
• Recommend additional changes based on findings
• As time allows and as directed, participate in planning and technical work to assist in other projects within the networking realm, either in PDPH or within the City

Skills Required: 

• Deep, current knowledge of network concepts, technologies, and best practices
• Deep knowledge of current network security concepts and best practices
• Current, demonstrated knowledge of Juniper network equipment, tools, and systems
• Strong knowledge of network routing concepts and protocols, in particular OSPF, BGP, MPLS
• Knowledge of, and ability to implement, route based site to site VPNs
• Experience in MC-LAG, and Multihomed -EVPN a plus
• Experience working within a HIPAA environment, including with scientific equipment and other unique network-connected assets
• Demonstrated experience working with business owners to minimize impacts of system changes and maximize understanding of work performed
• Experience leading and acting as sole or primary engineer on similarly complex projects
• General knowledge of IT systems and services, history of developing deep knowledge of multiple systems
• Ability to absorb new information and contextual environment details quickly.
• Ability to function independently and in a team setting
• Strong organizational and customer service (active listening) skills
• Highly self-motivated and directed
• Flexibility, professionalism and the ability to communicate with varied audiences.
• Knowledge of wireless technologies, VoIP, and Pulse Secure VPN is a plus

Education and Experience: 

• A Bachelor’s degree in a relevant field from an accredited institution required (or) any equivalent combination of education and experience determined to be acceptable by the Department of Public Health
• At least five (5) years of work experience as a technology professional focused in networking and/or network security in a professional setting; public health or healthcare is preferred
