Position Type / Expected Hours of Work:

This is a full-time position that works on average 40 or more hours a week. Additional hours may be required. This position has a standard work week of 8:00am-4:30pm Monday through Friday; schedule may vary based on agency needs at the discretion of the direct supervisor and/or CEO.

Summary:

The key function of Vocational Services Manager is to coordinate and develop pre-employment transition services for
youth in Muskegon, Oceana, and Ottawa Counties. Provide oversight for the Skill Building program and Vocational
Training.

Essential Functions:

This is not intended to be an exhaustive listing of job functions. This job description in no way states or implies that these are the only duties to be performed by this employee. The employee is required to follow any other instructions, and to perform any other duties, as assigned.

The essential functions of this position include:

  • Develop and execute Vocational Training programs and services tailored to the unique needs of individuals with disabilities.
  • Craft curriculum and training materials in alignment with industry standards and the specific requirements of our funding partners.
  • Foster collaborations with local businesses, industries, and organizations to establish mutually beneficial partnerships and secure job placement opportunities for program participants.
  • Coordinate pre-employment training sessions with funders and guide Youth Services Employment Specialists responsible for service delivery.
  • Oversee the Skill Building program, ensuring compliance with Medicaid requirements.
  • Participate in job fairs, deliver presentations to funding agencies, attend networking events, and engage in community meetings to actively promote vocational services and cultivate relationships within the job market.
  • Uphold the highest standards of service quality.
  • Recruit, train, and provide ongoing support to staff responsible for delivering vocational training and Skill Building programs.
  • Supervise Mentors offering support to summer work experience groups.
  • Cultivate relationships with community employers to develop summer work experiences for youth and coordinate work-based learning opportunities.
  • Establish meaningful connections with community partners and advocate for students during Individualized Education Program (IEP) meetings.
  • Lead our Social Enterprise endeavors and guide team members.
  • Lead the implementation of the PATHS to Employment summer camp for youth, in collaboration with the Youth Services Employment Specialist.
  • Acquire and maintain an in-depth knowledge of resources related to employment and job opportunities.
  • Assume responsibility for the safety and well-being of participants, oneself, and others, including the training and enforcement of safety protocols and regulations. Report safety concerns promptly to the supervisor.
  • Obtain and maintain accurate information and documentation from host sites and employees, prepare and submit progress reports, forms, and other necessary documentation as required by referral sources, agency timelines, and policies and procedures.
  • Generate monthly billing reports for review by the Director of Programs. Scrutinize all service records for quality and accuracy.
  • Serve as a backup for the duties of other staff members as assigned by the Director.

Other dues as required or assigned.

Education/Talent Requirements:

  • Bachelor’s degree with a major in special education, psychology, social work, human services, or other related field and/or 4 years’ experience in Vocational Rehabilitation or a similar role.
  • This person must be able to communicate effectively in writing and verbally with persons being served and with other personnel.
  • Able to communicate effectively with all customers including, funders, natural supports, students, employers, and co-workers.
  • A chauffeur’s license to transport youth in the community to work sites.
  • Preferred qualifications include experience or advanced education special education, sales, business or rehabilitation. Minimum of six months experience in training, customer service, employment training program or other community-based rehabilitation program.
  • Completion of training relevant to rehabilitation and/or training necessary to be compliant with Medicaid guidelines and mental Health contracts.

Work Experience Requirements:

  • At least one year of experience working with people with developmental disabilities, a valid Michigan Driver’s license, and a good driving record.

Travel:

Up to 50% Company vehicle is not supplied. Personal vehicle is required.

This travel may include use of your own personal vehicle or company vehicle, when available. This position drives to employment sites to provide services within Muskegon, Oceana, and Ottawa County. Out of town travel may also be required for trainings and seminars, which may include overnight stays.

Must be willing and able to travel up to 10% for meetings, trainings and conferences. Total travel expected to be less than 10%. Company vehicle is not supplied; use of personal vehicle required.

Work Environment:

This position works in close proximity to people. While the majority of working time is spent indoors in a school environment, office or employment sites. Employees in this position may work outdoors in all seasons for short periods of time, e.g. assisting a youth into a vehicle, supervising outdoor work sites, outdoors at the youth summer camp, etc.

Physical Demands of the Job :

Light work. No more than 20 pounds with frequent lifting or carrying of objects weighing up to 10 pounds.

Even though the weight lifted may be very little, a job is in this category when it requires a good deal of walking or standing, or when it involves sitting most of the time with some pushing and pulling of arm or leg controls. To be considered capable of performing a full or wide range of light work, you must have the ability to do substantially all of these activities. If someone can do light work, we determine that he or she can also do sedentary work, unless there are additional limiting factors such as loss of fine dexterity or inability to sit for long periods of time.
