Hiring Range: $73,189 - $87,827 Annually
Full Range: $73,189 - 102,465 Annually

Pima County Human Resources is seeking a highly innovative and results-oriented Training Manager to manage the Human Resources Training Program. As the Training Manager, you have the opportunity to collaborate with organizational leaders on employee development initiatives, establish measurable goals and key performance indicators on training efforts, and create training that aligns with the organizational goals and vision. You will be part of a team providing professional development and training to over 7,000 employees within Pima County. We are privileged to serve some of the best employees in Arizona whose titles vary from sergeants, librarians, engineers, administrative professionals, health care professionals, cooks, correctional officers, attorneys, lifeguards, and equipment operators, just to name a few. This position also supports diverse programs within the HR Department such as Classification and Compensation, Recruitment, Employee Relations, and Benefits. 
This classification is in the unclassified service and is exempt from Pima County Merit System Rules.

  • Manage training programs aligned with organizational goals and values
  • Identify and assess future and current training needs through job analysis, career paths, performance appraisals and consultation with organizational leaders
  • Design, develop, and facilitate training sessions and create educational resources
  • Evaluate and recommend revisions to policies, ensuring compliance with organizational standards
  • Collect and report data on training feedback, employee engagement, and other training metrics to identify areas for improvement and track progress over time
  • Address training concerns, provide conflict resolution support and advocate for employee development initiatives
  • Oversee the daily activities of professional and support staff within the training unit
  • Stay informed on best practices, innovative trends, and legal trends related to training and human resources and make recommendations for continuous improvement
  • Responsible for other duties as assigned in support of the overall goals and functions of both the Human Resources Department and Pima County.
(1) A Bachelor’s degree from an accredited college or university with a major in public or business administration, Human Resources, or a field closely related to the program area, as determined by the appointing authority, and four years of professional level experience in coordinating, monitoring, administering human resource activities or managing program or specialized work unit activities.
OR:
(2) Two (2) years of experience with Pima County as a Program Coordinator AND two (2) years experience with Microsoft Office Suite (Word, Excel, PowerPoint).
(Relevant professional-level experience and/or education from an accredited college or university may be substituted.)

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):
  1. Minimum three (3) years experience training employees on Human Resources related topics.
  2. Minimum three (3) years experience with Articulate software or other instructional design software.
  3. Minimum three (3) years experience creating, developing, designing, and delivering e-learning and instructor-led courses, workshops, and other trainings.
  4. Minimum three (3) years of supervisory experience.
  5. Minimum three (3) years of experience working in a Human Resources environment or performing Human Resources related functions. 
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. Additional assessments/testing may be required as part of the selection process. 

Licenses and CertificatesValid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.
