JOB OVERVIEW:

Public Health Management Corporation (PHMC), a large non-profit public health institute, serves as the administrative entity for the City of Philadelphia’s Office of Children and Families Out-of-School Time program (OCF OST). In this role, PHMC manages a network of approximately 40 organizations operating more than 130 OST programs throughout the city. The OCF OST program serves approximately 7,500 youth in grades K-12 in a variety of settings. OCF demands high-quality OST programming that improves life skills, increases academic engagement, and prepares youth for higher education and employment.

The Youth Workforce Coordinator supports participation in career-connected learning experiences for youth enrolled in the OCF-funded OST programs. This role is responsible for implementing systems to assure timely and accurate payment of youth stipends and completion of necessary documentation to support youth worksite placements including worksite agreements, clearances, and youth W-9s. In addition, the Coordinator will facilitate successful Career-Connected Learning (C2L) experiences by working with youth to resolve questions and emergent concerns. This position will support system efficiency by identifying opportunities to align processes and materials with those developed by the C2L Intermediary and will generate reports to support the creation of system-wide datasets on C2L participation. The Coordinator collaborates with members of the OST operations and program teams. They are the primary point of contact with vendors associated with youth payment and clearances. This position requires office- and field-based activities and reports to the OST Senior Operations Manager.

RESPONSIBILITIES:

  • Facilitate youth participation in C2L experiences by ensuring the completion of W-9s and clearances, as needed.
  • Ensure the completion of clearances for worksite supervisors.
  • Establish and maintain a tracking system to monitor the completion of the C2L placement process including worksite placement, worksite agreement status, youth clearance status, and worksite supervisor clearance status.
  • Serve as the liaison with PHMC Accounting and HR departments to support student payment tracking, issuance of 1099’s, and review of clearances.
  • Provide system navigation support to youth, worksite supervisors, and OST providers to resolve questions and emergent issues.
  • Use reports, tracking tools, and targeted communications to ensure OST operations and program staff have access to relevant information on C2L activity status.
  • Timely and accurate data entry to ensure up-to-date information is available in the data systems used for C2L operations.
  • Issue and monitor the execution of worksite agreements.
  • Issue payment requests to youth stipend vendors to ensure timely and accurate payment of youth stipends.
  • Support resolution of issues associated with youth debit cards.
  • Prepare quantitative and narrative content to support regular and ad hoc reporting.
  • Perform other OST-related duties or special projects as directed by supervisor.
  • Analyze individual, segmented, and aggregate operations data to identify trends and generate recommendations to improve CCL-related activities.
  • Participate in community events, conferences, and trainings.

SCHEDULE: Typical duties will occur Monday to Friday between 9 A.M. and 5 P.M.

EXPERIENCE:

  • Minimum of 3 years of administrative or operations experience working with organizations serving children and youth
  • Experience working with contracts, fiscal tracking, and customer relationship management
  • Experience with career preparation or workforce programming for youth, teens, and opportunity youth

EDUCATION:

  • Required: Bachelor’s degree in education, public health, public policy, youth development, or a related field in program management
  • Preferred: Master’s degree
