Philadelphia Works has a hybrid schedule; staff work 2 – 3 days in the office

Position Summary

This position is responsible for ensuring the maximum effectiveness and efficiency of the Youth workforce development system and drives the service delivery strategy. This position provides strategic oversight and management to the. youth programs intermediary, and all youth direct service programs. y This position should ensure all goals and standards are met as outlined by the funding sources and Philadelphia Works’ strategic objectives. This position leads special projects while collaborating with other departments and business units. Additionally, this position is responsible for developing and managing relationships with outside agencies and funding sources that that will advance the youth workforce system in Philadelphia.

Essential Functions

1. Provide strategic oversight to the youth system and ensure providers meet contractual goals with a focus on high-quality customer service, goal achievement, continuous improvement, and strong data practices

2. Develop an annual budget and service strategy for the youth system and present recommendations to the director and other leadership for inclusion in the organization’s investment strategy.

3. Consult with providers to identify needs, concerns, and problems; establish systems to deliver effective technical assistance, monitoring, and program improvement.

4. Analyze the role of the youth programs intermediary on a regular basis and develop strategies and recommendations for their roles. 

5. Lead procurement processes for all programming related to the youth workforce system.

6. Design and implement program evaluation measures, in collaboration with data and research staff, for use in ongoing program planning and design.

7. Evaluate performance management reports to analyze provider performance and work with providers to develop and implement program enhancements and improvements based on performance. 

8. Oversee the youth staff, including all personnel-related functions including recruitment and selection, performance coaching and evaluation, training, staff development, motivation, communication, and building of a shared vision. Work collaboratively with other managers in Operations & Data unit to ensure effective communication and coordination of services across all systems. 

9. Lead the organization in pursuing additional funding for youth programming in support of Philadelphia Works’ strategic objectives, including program design, budget planning, and grant preparation. 

10. Represent Philadelphia Works by facilitating the Youth Standing Committee of the board of directors. 

11. Drive contract management for youth workforce programs to negotiate budgets, prepare scopes of works, and other tactical duties that support the overall contracting process. 

12. Represent Philadelphia Works in citywide conversations that plan, design, and develop youth-related workforce initiatives.

13. Advise, consult, and coordinate with internal business units to address any issues. 

14. Complete monthly, quarterly, and annual reports as required.

15. Assist in writing the WIOA Local Plan.

16. Perform other job-related duties as assigned.

Requirements

Education/Professional Experience

Bachelor’s Degree from an accredited college or university in Public Policy, Public Administration Organizational Development or related field with at least 5 years of experience in Human Services and at least 3 years in a leadership role. Or any combination of education and experience determined to be acceptable.

Skills & Qualifications

· Knowledge of social services programs and funding sources compliance

· Experience with program design and implementation

· Excellent written, verbal, interpersonal, presentation, planning, and organizational skills

· Strong leadership skills to manage staff, drive and influence change, and drive efficiencies

· Ability to adapt to a changing work environment and possess the flexibility to multi-task and meet departmental needs

· Ability to train, motivate and build a cohesive team

· Ability to build solid relationships that engender trust

· Ability to interact effectively with various levels of staff, management, government officials, and the public

· Ability to travel to various locations throughout the city
