General Description:

The Youth Empowerment Coordinator is responsible for assisting in the planning and execution of our Workforce Development Program and the Youth Empowerment Center (YEC) that hosts activities to advance the recruitment, education, training, retention, and preparedness of individuals ages 16-26 focusing on basic skills digital literacy,

career readiness/exploration, service learning. This will be accomplished by working with community partners to raise awareness of career opportunities in critical occupations, improving the basic skills and employability of workers, providing skills/career training in targeted fields, increasing collaboration and coordination of workforce.

Duties and Responsibilities:

  • Promote the program at specific workforce development events within the local community.
  • Prepare/deliver program familiarization presentations to applicable private, public, and faith -based individuals, organizations, and agencies within the local area.
  • Create individual job development plans with clients.
  • Develops and maintains relationships with training providers to develop necessary and responsive workforce solutions.
  • Provide opportunities for business and industry to assist with the development of training programs to include apprenticeships, internships, job shadowing and work-based learning.
  • Organize and facilitate sector councils in key industries to identify critical and specific workforce needs and foster alignment with identified educational strategies, curriculum, and training needs.
  • Work to increase understanding and support of the workforce system and its role in community, business, and individual success.
  • Organize an annual Workforce Development Summit.
  • Organize an annual Career Fair
  • Supervise interns, part-time staff and facilitators.
  • Build and maintain strong partnerships with economic development entities, chamber organizations and other workforce development agencies to ensure alignment and execution of collaborative workforce strategies.
  • Gathers labor market information, talent demand and skills requirements and translating data into meaningful information to create workforce development strategies.
  • Develop and manage a database of employers and/or industry representatives and maintain regular communication through appropriate channels.
  • Responsible for supporting the collecting, requesting, and tracking all necessary documentation for credentialing of foster/kinship families.
  • Assist with the planning and coordination of trainings and other program events.
  • Document and track all services in accordance with state/county standards and agency policy.
  • Track referrals for placements and coordinate placements during working hours.
  • Participate in weekly supervision and monthly staff meetings.
  • Other duties as assigned by the Director of CBS in response to a rapidly changing environment.

Qualifications/Requirements

  • Baccalaureate Degree in relevant field preferred (i.e., business administration, human services, marketing, education/training).
  • Minimum of 2 years’ experience in workforce development or related field
  • Must be resourceful, willing to establish and maintain good working relationships with a variety of clients, other professionals, and foster parents.
  • Ability to work independently while following directives and budget restrictions
  • Strong local connections or network
  • Proven experience in the development of successful partnerships.
  • Experience in strategic planning and implementation.
  • Excellent time management, scheduling, and planning skills
  • Must be willing to work with a team.
  • Must understand the importance of confidentiality.
  • Knowledge of the social services network in Philadelphia a plus.
  • FBI, Pennsylvania Childline and Criminal Background Clearances.
  • Bilingual (English/Spanish) preferred.
  • Excellent oral and written communication skills.
  • Skilled in the use of technology, including Microsoft products
  • Must have valid driver’s license and insurance and able to travel and be flexible.
  • Demonstrated ability to lead a complex initiative, (requiring extensive knowledge of management principles and practices, volunteer management, public sector operations and fiscal management).
