Job Overview:

The CAREWare Systems Specialist is responsible for providing administrative and technical support for the CAREWare database used for the reporting of Philadelphia’s Ending the HIV Epidemic (EHE), Ryan White (RW), and prevention services. This full-time position is located in the Information Services Unit of the Philadelphia Department of Public Health’s Division of HIV Health (DHH) and reports to the ISU Manager. The position acts as the project manager for the development, enhancement, and maintenance of CAREWare and other information management systems in support of DHH-funded programs. The Systems Specialist works cooperatively with various DHH staff and identifies problems, supports users of CAREWare, and identifies areas of need for DHH-funded providers.

Responsibilities:

• Support CAREWare administration, including the development of custom fields, subforms, measures, and reports.
• Provide CAREWare support to subrecipients.
• Assist with EHE evaluation activities for ISU as needed.
• Specify or generate QA reports to monitor data quality, identify systematic errors, identify user interface problems, etc.
• Test systems as needed to ensure quality and function.
• Specify standardized protocols to import and export data as needed.
• Brainstorm new ways to add more functionality to systems.
• Assist with configuring hardware and software to support CAREWare.
• Maintain proficiency in external mandated MIS for DHH.
• Keep PHMC IT and DHH liaisons informed of activities, concerns, issues, problems, and plans.
• Attend and participate in staff, team, and other meetings at DHH.
• Other duties as assigned

Experience:

• Minimum of two years of experience with CAREWare preferred
• Microsoft SQL Server experience required
• Proficiency with MS Office (Word, Excel, and PowerPoint) required
• Programming experience in a .Net environment preferred

Education Requirement:

• Bachelor’s degree in science, math, business, or data processing preferred or equivalent experience
