*JOB DESCRIPTION:

The Resource and Referral Coordinator supervises a team of Resource and Referral Specialists and collaborates closely across the Family Services team to promote the Early Learning Resource Center as a resource and referral entity, to facilitate and engage in community planning, support, partnerships, and activities with early childhood education providers, as well as other human service agencies. The Resource and Referral Coordinator Resource performs regular compliance monitoring & reporting, establishes referral relationships, and advances community partnerships and/or formal resource sharing agreements. This position ensures the assigned R&R team conducts activities to engage local communities to promote a single access point for families connecting clients to services reflective of reported needs. The Resource and Referral Coordinator is supervised by the Family Services Manager and primarily operates out of the Early Learning Resource Center office.

*RESPONSIBILITIES:

  • Support Family Services Manager in implementing and monitoring protocol to increase the visibility and performance of the ELRC as an effective resource and referral hub.
  • Ensure Resource and Referral Specialists provide consistent and comprehensive information in community settings (and in personal family engagement) on OCDEL programs.
  • Implement and monitor Specialist training plan that positions staff to provide information to families related to all aspects of child development (developmental stages and milestones, early screenings and vaccinations for health, evidence-based programs, Early Intervention, etc.).
  • Establish processes to support timely and supportive family navigation of intake procedures in transitioning to ELRC services, including obtaining necessary documentation without family burden, and monitor adherence to process.
  • Ensure team is attentive to CCW regulation for all priority groups, including but not limited to TANF, Former TANF, Families Experiencing Homelessness, and Team Parents and approach to family referral demonstrates knowledge of such regulations.
  • Responsible for quality control of all caseloads and reflective supervision with assigned team.
  • Evaluate Resource and Referral Specialists staff at the completion of 90-day initial review period and on an annual basis to build integrity of processes, addressing job performance when necessary.
  • Responsible for working collaboratively with other department Coordinators and Family Services Manager to promote client-centered services and participation of families in all ELRC services and in access to meaningful community resources.
  • Work in conjunction with Family Services Manager to ensure compliance with OCDEL regulations and timeframes and to conduct regular compliance monitoring, quality control activities, and outcomes reporting for team performance.
  • Support the Family Services Manager in implementing protocol to ensure staff perform case management deliverables and meet ELRC objectives for resource and referral.
  • Complete ongoing required and growth professional development to remain current on ELRC policies and procedures, to understand the scope of resources available to regional families, and to develop internal and external collaboration to promote access to the full scope of resources.
  • Develop reports as necessary.
  • Additional duties as assigned.

  • Working knowledge of personal computers and networked systems and their use and application for data base management, tracking and reporting, also knowledge of word processing, spreadsheets, and power point
  • Ability to maintain accurate records, analyze data, and prepare reports. Demonstrated proficiency with computer software programs (Microsoft Word, Access) and data entry.
  • Strong organizational, time management and follow up skills.
  • Proven ability to work under pressure, perform concurrent multiple tasks, identify and prioritize issues/ work assignments and meet deadlines.
  • Good written and verbal communication skills.
  • Proven ability to demonstrate leadership skills.
  • Self-motivated, ability to work with minimal supervision.

*EXPERIENCE:

  • Knowledge of public social services, public funding helpful (ex. Child Care Works, Pre-K Counts, Head Start, PHLpreK)
  • Supervisory or equivalent experience with minimum 3 years experience with subsidized child care provider eligibility or 5 or more years work experience in human services, customer service, or related field involving program eligibility determination.
