PCSI is Hiring a Vice President of Contracts Near Austin, TX

PCSI is looking for a Vice President of Contracts! This position oversees the corporate Contracts team and leads the administration of PCSI's service contracts, primarily federal contracts with the Department of Defense. The Vice President of Contracts manages communications, contract files, and customer relationships with contracting agencies throughout the lifecycle by actively participating in negotiations, modifications, and disputes. This position is also responsible for leading internal regulatory compliance audits and providing risk assessment data for strategic planning with executive leadership.
We're looking for someone with long-term experience in federal government contracting and a strong understanding of the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS). This is a hybrid position working 2 days remotely and 3 days in the south Austin, TX corporate office per week. Relocation assistance is available.
Benefits Include:
  • Base pay of $145,000-$160,000 depending upon experience.
  • Annual bonus of up to 13%.
  • 21 days of PTO per year, in addition to all federal holidays.

What You'll Do as Vice President of Contracts:
  • Provides data, information and analysis used for corporate executive level discussion and decision making processes.
  • Signs contractual documents on behalf of the company for current contracts with current customers (financial and administrative awards/modifications) to include recurring administrative actions like option year renewals of the same contract work.
  • Attends and actively participates in a monthly, cross-functional director-level meeting.
  • Mentors Contracts and Subcontracts staff and Internal Auditor.
  • Delegated authority from the SVP of Corporate Services to sign contractual actions on behalf of the company.
  • Provides job-specific training and resources to employees listed above.
  • Serves as a primary point of contact for the administration of federal and state government service contracts.
  • Maintains complete files on all contracts and subcontracts, modifications, and potential and actual contractor and subcontractor claims and disputes.
  • Provides oversight to internal auditors, including development of risk assessments, schedules and checklists used for internal audit and reporting purposes.
  • Maintains a complete understanding of contract requirements to ensure relevant contract administration obligations are met in a timely manner.
  • Monitor legal and regulatory requirements pertaining to company's contracts and subcontracts.
  • Assures timely responses to all internal/external requests for information.
  • Provide timely and accurate data, advice and interpretation of contract and subcontract requirements and processes.
  • Evaluates contracts and subcontracts for accuracy and review contract language coordinating with other departments as necessary.
  • Actively participates on and may lead contract and subcontract negotiations.
  • Assists in resolving discrepancies concerning contract billing issues through interface with customers, pricing and/or senior management.
  • Manages the Subcontracts Program.
  • Performs routine evaluations on subcontractor performance.
  • Approves subcontract invoices in accordance with PCSI subcontract management standard operating procedures.
  • Manages the Internal Audit & Compliance Program.
  • Manages the tools and resources for internal audits to include checklists, processes, reporting formats/template, risk and audit registers.
  • Leads corporate efforts for internal audit, contract compliance, and subcontract compliance with federal, state and local regulatory requirements.
  • Performs risk assessments on business processes and procedures.
  • Reviews on-site audit findings for trends, continuous improvement and identification of best practices.
  • Reports to internal audits to executive leadership.
  • Develops and provides training to internal auditor and PCSI site leaders on compliance topics.
  • Supports the ISO audit program.
  • Supports Finance & Accounting with compliance to DCAA system audits.

What You'll Need to Be Successful:
  • Bachelor's Degree preferred in Business Administration, Finance or Accounting required.
  • Master of Business Administration required.
  • CPCM or CFCM certification required.
  • Ten (10) to twelve (12) years of experience in Government Contracting/Procurement/Finance/Accounting/Acquisition or Supply Chain.
  • Intimate working knowledge and ability to navigate and interpret the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS) and other government acquisition systems (SAM, FDPS-NG, etc.).
  • Experience in an environment that includes workers with disabilities preferred.
Knowledge, Skills and Abilities:
  • Requires advanced knowledge of PC functions and Software and advanced operation of Windows applications, MS Word, MS Excel, SharePoint, and related applications.
  • Ability to multi-task including prioritizing, planning timelines and timely execution of multiple contracts.
  • Ability to interpret policies, procedures and regulations.
  • Ability to write and edit contract requirements and specifications.
  • Ability to communicate both orally and in written format.
  • Ability to work as a team member.
  • Self-starter, able to work with minimal direction and supervision.
  • Possess high integrity and honesty.
Other Requirements:
  • Ability to pass criminal, drug, financial, and driving screening.
  • Possess valid driver's license and maintain good driving record.
  • Ability to remain in a stationary position regularly, with the ability to occasionally bend, stoop, reach, lift, move and carry office materials and supplies weighting 20 pounds or less.
  • Ability to travel by air and by vehicle up to 15%.
