Title: HR Manager

Location: Los Angeles, CA

Pay: $70k-75k

Hours: 9-6

Working style: Hybrid (2days @office)

Language: Japanese and English


A Japanese company is looking for a HR Manager in LA downtown.


President's Assistance

  • Assists the President by creating administrative data for analyzing information, etc.


Recruiting Process

  • Designs and implements the overall recruiting strategy.
  • Conducts interviews and filtering candidates for open positions.
  • Conducts all of the staffing process, including recruiting, interviewing, hiring, onboarding, and offboarding.


Human Resources Related Duties (%)

  • Maintains the work structure by updating job requirements and job descriptions for all positions.
  • Maintains staff members by establishing a recruiting, testing, and interviewing processes and programs, counseling managers on selected candidates, conducting and analyzing exit interviews, recommending organizational changes as well as overseeing of HR related procedures.
  • Monitors and analyzes workflow of HR & GA department in order to develop efficient and accurate procedures and programs.
  • Maintains management guidelines and manuals by preparing, updating, and recommending human resource policies and procedures to the upper management.
  • Maintains an excellent communication with staff members within the department; addresses, advices and troubleshoots issues both within and outside of the department as well as verifying of transaction reports.
  • Responds to the inquiries from the President regarding visa results, special reporting requests, etc.
  • Manages and maintains benefit related programs for the organization as a whole.
  • Advices and corresponds regarding HR related issues and inquiries from US branches.
  • Troubleshoots human relations and work performance issues within the organization in order to improve employee human relations skills and work performance.
  • Manages, plans, coordinates and direct internal communication activities related to HR functions.
  • Assists in developing and implementing of HR related new procedures in order to enhance the workflow of the department.
  • Assists President by performing related duties.


Legal Division (20%)

  • Maintains and manages progress of any company business related licenses by reviewing and investigating of any business licenses professionally without affecting other operation of the companies.
  • Assists with company operations by maintaining and researching and developing ways to affect operational efficiency, by assisting sales department/personnel for creating contract strategies, and by integrating the activities and responsibilities of business licenses to ensure efficient operations.
  • Manages Business, Sales and Transportation Licenses issued by Federal, State and County for all branches.
  • Responsible for inspections by CHP and USDOT, and assist for Inspecting by NTA in Las Vegas branch include managing with all the Driving records and logs for Los Angeles areas, and supporting the management with any USDOT documentations for all the branches.
  • Administers DOT physical examination and substance abuse screening programs for drivers to ensure compliances.
  • Prepares and reviews of annual report such as annuity 401k with audit, medical insurance, Health ordinance and documentation of NTA.
  • Ensures all vendors and suppliers are in compliance with applicable regulations in order to conduct assigned business activities.

Administration (%)

  • Participates in Corporate Decision making processes by conferring with other members of Management to plan business objectives, by developing organizational policies, by establishing responsibilities and procedures in attaining objectives, and by keeping the General Manager and President informed of all issues.
  • Participates in Corporate Budgetary processes by preparing budget proposals for the division, by establishing budgets along with other members of Management, by operating within budget guidelines, by creating monthly sales and budget reports, and by reviewing payments and order sheets regularly.
  • Assists each branch manager for office lease contract and corporate with its renewal or relocation that includes budget planning, and risk minimization programs for all of branches.
  • Researches for real estate related tasks and negotiates with any fee concerning with relocation or properties.
  • Manages and negotiates purchasing, selling, registering and maintaining of company vehicles and valuable assets.
  • Communicate with customers and vendors by exchanging information through telephone, fax, business trips, and by following-up to ensure problems or claims are corrected.
  • Performs general administration tasks by writing and distributing reports, by participating in meetings, by advising on ways to improve the performance of the Company, and by undertaking other tasks as needed.
  • Communicates well with staff members by contributing to the professional environment of the office, by coaching and providing advises when necessary, by taking initiative, by being cooperative, and by understanding how this position affects the Company's bottom-line.
  • Keeps senior management informed by reporting any issues or problems in a timely manner, and by identifying strengths and weaknesses of the Company's business development strategies in order to recommend organizational changes.
  • Gains and maintains professional and technical knowledge by attending educational workshops, by reviewing professional publications, and by establishing personal networks.


Insurance and Lawsuit (%)

  • Manages insurance programs such as fidelity, surety, liability, property, workers' compensation, umbrella, auto, crime, and group life, medical, dental, disability for all of branches and Annuity 401(k) program for Hawaii.
  • Reviews and negotiates insurance policy, premium for renewal, with selects insurance brokers and carriers, places insurance with budget planning, and risk minimization programs with consideration of loss run and reserve amount.
  • Assists and troubleshoots staff member for any claims for solution.
  • Processes and maintains all of documentation for work related injuries and accident.
  • Conducting and reporting documentation for any of law sue case.


Visa Related Tasks (%)

  • Processes and maintains any visa related issues such as renewal of the visa status and supporting for permanent visa.

Accounting (%)

  • Prepares and files documentation of tax payment concerning sales and business operations, payrolls and insurances accurately for West Region
  • Reports any irregular financial issues to the management, troubleshoots the issues and reports them to audit as necessary.
