Osi Vision is seeking a Senior Data Management Lead to oversee and supervise a team of contractors supporting Data Sharing and Governance, Data Quality, and Data Standards for the U.S. Citizenship and Immigration Services (USCIS) located in the National Capital Region (Washington D.C)/Maryland). This is contingent upon award of this Contract.

Overview of Support: The Senior Data Management Lead, leads and directs the overall efforts to Data Management, Sharing and Governance, Quality, and Standards in support of USCIS.

Duties and Responsibilities:

• Provide support in implementing initiatives associated with data management objectives. 

• Liaise and coordinate with Office of Information and Technology (OIT) on diverse topics such 

as data architectural expertise for communicating data standards, data quality remediation 

methods, and coordinating data policies with technical realities. 

o Additionally, coordination involves OCDO and OITs’ mutual hosting of data topical 

meetings for Agency-wide coordination efforts and implementation needs, these are 

under the umbrellas of formal bi-weekly meetings including Data Management Council 

(DMC), and Information Technology Steering Committee (ITSC), and a Technology 

Implementation Group (TIG). OIT coordination also involves routine and ad hoc 

informal coordination with senior-level OIT leadership. 

• Implement and mature the Data Governance Framework: a complete plan for addressing 

datacentric control issues such as data sharing policies, negotiating inter-agency agreements, 

and, for instance, establishing models for data conceptualization and monitoring. 

• Integrate Data Standards: The Data Standards branch seeks to continuously implement 

standards through reference information and technical implementations. 

• Support Data Quality monitoring issue resolution, and compliance. 

• Support the Data Quality branch, which effects outcomes such as quality remediation both in 

operations as well as with reporting and analyses. 

o Promote data management. This support is separate from the formal and informal 

venues, for example, promoting joint data management practices with other DHS 

components or agencies. 

• Promote the automation of data management functions when appropriate and practicable in 

support of the goals and objectives outlined in this work statement, the USCIS Data Strategy, 

and in furtherance of the OCDO mission.

DATA SHARING AND GOVERNANCE SUPPORT

Provide support for the following initiatives and projects to further USCIS Data Governance efforts:

• Sustain the USCIS Data Strategy/Data Governance Framework: Support existing governance

bodies and develop relationships across the USCIS enterprise to advance the business and

technical goals of the USCIS Data Strategy and the USCIS Data Governance Framework.

• Develop and Execute Data Sharing Agreements: Support development and execution of data 

sharing agreements. Solicit data requirements from sharing partners and agency personnel with 

direct equities, while ensuring the involvement from oversight teams. Assess the enterprise 

impact/value for all data sharing activities and ensure broad coordination and reciprocity where 

possible. 

• Build Capacity: Support the development of the OCDO/Data Sharing and Governance team to 

build and sustain strategic partnerships within the federal community. This includes creating 

tools, resources, guidance, and processes. Support data literacy initiatives that help the OCDO 

grow its value to the agency. Provide subject matter expertise and support to other teams within 

the OCDO to support its broader. Promote and support USCIS capabilities and other strategic 

initiatives that enable “single sources of truth” for data access and use.

Sustain the USCIS Data Strategy/Data Governance Framework

Demonstrate familiarity with DHS and USCIS organizational cultures. Provide experience developing effective governance structures for large federal agencies and recommendations. with written products (positions, plans) to agency leadership for approval and execution. Ability to proactively identify gaps in governance processes unique to the agency. Experience soliciting feedback from key stakeholders to resolve gaps and identify solutions that enhance the agency’s governance posture (including the use of data governance technologies and platforms, creation or refinement of processes, and the development of new/modification of existing policies).

Develop and Execute Data Sharing Agreements

Demonstrate knowledge and ability in developing and executing data sharing agreements at the federal level. Prior experience working with DHS and USCIS teams and with other federal interagency partners to negotiate policy, process, and procedural nuances in data sharing agreements, particularly concerning sensitive/confidential data. Demonstrated ability to work independently with data partners and coordinate with the federal team as needed to resolve outstanding issues. Experience effecting change through the use of data science or other governance platforms that enable data sharing activities to be performed with greater accountability, transparency, and operational ease.

Required Qualifications:

• Must have at least 10 years of experience leading data management efforts including, but not 

limited to data, policy, data sharing, data governance, data quality, and data standards.

• BS degree in Data Science, Computer Science, Engineering, Mathematics, or related fields.

• Requires access to sensitive but unclassified information.

• Must be a United States Citizen.

• Must have resided in the United States for three of the past five years.

• Once selected for employment a complete security package, we will submit the package to the 

Office of Security & Integrity Personnel Security Division (OSI PSD) 30 days before start date

• MS degree in Data Science, Computer Science, Engineering, Mathematics preferred.
