Job Summary
University Housing and Dining Services is seeking a General Manager for Marketplace West. This is a full-time (1.00 FTE), 12-month, professional faculty position.
This position reports to an Assistant Director of Dining Services and has full responsibility related to the daily operations at Marketplace West dining center which includes multiple micro-restaurants serving a variety of cuisine.
This position provides leadership and oversight of a dining center/unit for University Housing and Dining Services including promoting a healthy workplace culture, budget management, short- and long-term planning and menu/services development. Plans, evaluates and revises procedures and practices to ensure efficient, effective workflow and quality standards. Interprets and ensures compliance with federal, state, local and University regulations which impact operation of the dining concept/unit. Full scope supervision of employees, including classified (unionized) and/or professional faculty and students. May serve on the leadership team assisting in creation and implementation of long-term strategies, goals, staffing plans, and fiscal planning. Establishes and maintains collaborative relationships with internal and external stakeholders. Develop, implement, and provide mentoring and training opportunities for staff.
UHDS is a full-service food service operation to include catering, offering inspired cuisine and exceptional service to on campus students and customers. Dining Services focuses on local and sustainable ingredients, healthy food options and cooking from scratch.
The Marketplace West dining center employs about 40 full-time staff members and approximately 250 student employees. Total sales exceed $4 million annually and serves approximately 900,000 meals per year.
This position works with the Dining Director and Assistant Directors to plan, develop, evaluate and implement strategic programs and services that move the department towards its goals as defined by the Dining Leadership and/or UHDS leadership team, to develop annual budgets and to monitor and act on the monthly profit and loss reports. Assists in the short- and long-range planning of Residential Dining. This position assists with the development and implementation of a Succession Plan that ensures UHDS is developing the leaders needed for the future.
This position is responsible for setting performance expectations and for providing the necessary leadership to ensure that those expectations are met and customer satisfaction is ensured. This is a team-oriented staff and there will be occasions when it is necessary to support other areas beyond those assigned as a primary responsibility.
This position oversees the hiring and orientation of student employees, and year-round student training; is part of the hiring process for all classified staff at the unit level and is responsible for coordinating a team of unit managers who are designing, implementing and overseeing the orientation and training of our classified staff within their assigned concepts.
This position will work with the Dining Leadership team to ensure the policies and procedures within the Collective Bargaining Agreement (CBA) negotiated between Oregon State University and the SEIU/OPEU union.

Key Responsibilities
40% – UNITOVERSIGHT/LEADERSHIPFOR Marketplace West DINING
  • Assist the Dining Directors to plan, develop, evaluate and implement strategic programs and services that move the Dining Services and UHDS forward.
  • Responsible for the daily operational decisions of the assigned unit and is responsible for developing programs based on business needs.
  • Meets weekly with an Assistant Director of Dining to provide operational, staffing and business updates. Communicates need for support in a timely manner. Utilizes this meeting as a mentoring opportunity to get guidance on problems and issues the unit faces. Uses this time period to strategize goals related to own career development/advancement.
  • Provides outstanding customer service to all internal & external clients, and pursues open dialog with clients and guests to ensure high satisfaction.
  • Has a physical presence on the Dining Center floor during meal periods that occur during shift so that customer service, culinary quality and business issues can be observed and addressed as needed.
  • Plans, evaluates and revises procedures and practices to ensure efficient, effective workflow and quality standards.
  • Survey customers and works with Assistant Directors to design menus and programs to meet their needs.
  • Meet regularly with areas hall councils and student customers to listen & respond to suggestions.
  • Assume leadership role in partnership with the residential community – creating programs & encouraging late night use of the dining center.
  • Determine building & concept hours in response to customer needs & staffing allocations.
  • Confer with Assistant Directors & UHDS Marketing to develop marketing strategies, merchandising, & promotions for all concepts.
  • Coordinate & plan special events in collaboration with the Assistant Director of Dining Services, Dining Center Managers, Lead Personnel & Residence Life staff. This includes special props & entertainment.
  • Ensures the departments safety and sanitation goals are begin exceeded on a daily basis. This includes ensuring daily temperature logs are maintained accurately, staff are trained and following the established safety and sanitations policies, HACCP procedures are being followed and exceeded, daily inspections are made to ensure all internal and exterior areas and vehicles are clean and debris free, staff are in the correct uniform, and a staff member has been appointed to be an active member of the departmental safety committee. Ensures unit has no critical violations on the bi-annual health department inspections.
  • Oversee the development and implementation of all menus. Ensures recipes and menus are developed and submitted on time for each micro-restaurant within the dining center in collaboration with the Chefs de Cuisines, Sous Chefs & Executive Chef.
  • Works with the Executive Chef to encourage the Chef de Cuisines & Sous Chefs to the development of new recipes, daily specials and assist/develop theme meals.
  • Evaluate menus routinely by use of surveys, direct customer contact, and by input from student and staff employees.

  • Act as building manager, coordinating all activities within the Dining Center.
25% STAFFING:
  • Hires, recommends discipline, trains, orients, directs, assigns work, approves work and evaluates employees.
  • Supports managers as they respond to ELR issues. Directs them to the Dining Director, Assistant Dining Director, ELR Manager or OEA as appropriate.
  • Evaluates & makes recommendations to the Assistant Directors on appropriate staffing levels for each concept.
  • Provides direct supervision for the Chefs de Cuisines and Dining Operations Managers.
  • Prepares and conducts performance evaluations for these managers at least once per year. Uses annual performance appraisals to help staff set career goals for the coming year and evaluate success in achieving goals set during the previous performance appraisal. Updates job descriptions annually during performance appraisal period.
  • Approves the work schedules of all Chefs de Cuisines, Sous Chefs, Dining Operations Mangers and Assistant Mangers to ensure business needs are met. Is flexible with own schedule as needed to ensure business continuity and success.
  • Oversees the development of all scheduling. Ensures this is done in a collaborative manner involving input from all Chefs de Cuisines, Sous Chefs, Dining Operations Mangers and Assistant Mangers as needed. Ensures employees schedules are completed in a timely manner meeting the CBA guidelines.
  • Provides leadership, mentoring, coaching and advising to all staff. Works with all staff to identify their career goals and provides guidance on how they can achieve them.
  • Meet with staff weekly to provide support & leadership in the areas of culinary quality standards, customer service, nutrition, safety and sanitation, and finance.
  • Identify training needs, including coaching and mentoring, safety, for staff members & design programs to address those needs.
  • Attends the Dining Collaboration Meeting between Dining Managers, ELR and SEIU Organizer & Stewards.
20% FINANCIAL & BUDGETS:
  • Assists with the development and Implementation of the Dining Centers budget.
  • Monitors & control each line item by analyzing reports, monitoring sales and unit expenses. Reacts to these reports as needed or directed.
  • Help to establish & then achieve financial benchmarks such as sales per labor hour, food costs percentage, and labor costs.
  • Oversees the inventory process to ensure accuracy. Process the monthly inventory & ensure that it is posted on time.
  • Is familiar with the department’s PCI compliance policies. Assists with the yearly review of these policies and makes recommendations to ensure PCI compliance. Completes the mandatory OSU PCI training offered online each year.
  • Supervise the accurate processing of payroll. Performs this duty if needed to meet the University timeframe or when covering other managers.
  • Supervises the accurate processing of invoices. Signs invoices as budget authority for the Dining Center.
  • Supervise the cash handling process of daily deposits & vault accountability.
  • Monitor (and submit if needed) maintenance work order request activity.
10% COLLABORATIONRESPONSIBILITIES:
  • Serve as a member of the Dining Services leadership team and assists with program enhancements and strategic planning.
  • Builds and maintains collaborative working relationships with partners, and a high level of internal and external customer service.
  • Attends and participates in departmental meetings, ensuring confidentiality when needed but communicates appropriate information to dining staff members as required.
  • Resolves concerns or complaints received via email, phone or in person when required.
  • Participate in the planning and design of new projects as needed.
  • Participate in campus-wide activities, projects, and committees that enhance the university community and comply with dining services mission and goals.
  • Actively participate in the coordination of department’s response to emergency situations.
  • Assists in the production and/or front of house areas of the dining centers as needed.
  • Complete various projects assigned by the supervisor.
5% OTHER:
  • Assists with production and culinary execution at various micro-restaurants, within own Dining Center or elsewhere on campus, as needed to ensure business continuity.
  • May support the development and education of undergraduate and graduate students in the form of committee involvement, internship supervision, and/or being in the classroom.
  • This position may serve as the Campus Manager on Duty to address issues or concerns at any dining location(s), when required.
  • Other duties as assigned.
What You Will Need
Bachelor’s degree in field appropriate to the work assigned; or an equivalent combination of education and experience.
A minimum of 5 years full time work experience in a management capacity including 3 years of supervision in a large scale commercial food service operation such as a large commercial restaurant, hotel, catering or institution that demonstrates the following:

  • Must have or be able to acquire the Oregon Food Handlers Certification within 30 days of employment.
  • Demonstrated knowledge around PCI requirements and compliance.
  • Demonstrated ability to manage multiple tasks and priorities with frequent interruptions.
  • Demonstrated ability to work independently as well as in a team environment.
  • Ability to maintain a flexible schedule to ensure business and operational needs are met
  • This position is required to pass and remain a current holder of the ServSafe Certification.

Per UHDS Policy, this position is required to maintain current Cardiopulmonary Resuscitation and Automated External Defibrillator (CPR/AED) certification (if cognitively and physically able to do so) within 90 days of employment or when training becomes available by the department. Annual training is provided at department expense. Duty to act ends at summoning professional emergency assistance.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

Working Conditions / Work Schedule
Physical Working Conditions: This is a physically active job in an institutional kitchen / retail environment. Incumbent will experience long periods of standing on a hard floor; working with commercial kitchen equipment; fluctuation in work flow, temperature, noise level.
The person in this position will often be required to lift/carry/push/pull food supplies, coffee supplies, and equipment weighing up to 50 lbs.
This position performs “essential functions” and is required to report to work during emergency university closures.
This position will be required to work a flexible schedule and are subject to change due to needs of the department. Shift and/or work assignment may be changed based on operational needs. Dining Services is a year-round operation, open from early in the morning to very late at night.
  • We are a seven day a week operation so weekends and holiday work may be required.
