In accordance with CA law, the expected pay range for this CA position is posted with this position. The actual compensation may be determined based on bona fide factors such as education, experience, and other factors permitted by law.

Salary range for this position: $66,560.00 - $89,255.40 (annually)

Hiring Range for this position: $66,560.00 - $66,560.00 (annually)

Overall Function:

Primary function will be to assist Sr. Director of Finance with the management and analysis of externally funded contracts and grants. Program Analyst will manage assigned Contract and financial performance reports. They will also assist Sr. Director of Finance with the reconciliations of program schedules and create necessary reports for internal and external stakeholders.

Essential Duties and Responsibilities Include:

  • Prepare and manage external program budgets (Federal, State, Local government, and private funders).
  • Provide contract and grant projections/forecasts, and provide insight to maximize revenue and manage expenses.
  • Create forecasting tools and management tools/models to better aid leadership in making financial and programmatic decisions.
  • Assist Sr. Director of Finance with monthly financial performance reports and variance analysis, and develop strategies to address irregularities.
  • Manage and monitor financial transactions and make adjusting entries as needed on a monthly basis.
  • Assist Sr. Director of Finance and program directors to implement and manage newly awarded contracts and grants.
  • Communicate effectively and act as the liaison between internal and external stakeholders.
  • Create and collect supporting documentations for reports and invoicing to various funders.
  • Provide all required agency support for fiscal and administrative audits of all contracts and grants.
  • Manage and ensure compliance with fiscal requirements, appropriate and accurate allocations of costs.
  • Provide financial support for program directors/staff to help them achieve appropriate and successful service delivery levels as stipulated in contracts and grants.
  • Approach all job functions with the principles of continuous quality improvement.
  • Assist Sr. Director of Finance with month-end and year-end close.
  • Assist with AP and AR activities as needed.
  • Assist with mental health billing as needed.
  • Other duties as assigned.

Qualifications

  • B.S/B.A. required
  • Degree in business administration, mathematics, economics, or accounting preferred.
  • Strong knowledge of grants accounting, cost accounting and contract management preferred.
  • Strong understanding of accounting process and procedures
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Knowledge and experience in not-for-profit (fund) accounting strongly preferred.
  • Proven ability to manage rapid change responsibly.
  • Proven ability to design, implement and maintain successful systems for managing accounting and report deadlines.
  • Strong verbal and written communication skills, including strong interpersonal and organizational skills.
  • Self-starter with proven inclination to independently identify problems and implement successful solutions.
  • Strong analytical skills.
  • Advanced user of Excel.
  • Ability to interface with all levels of staff and management.
  • Ability to work under pressure and manage multiple priorities in a deadline driven environment.
  • MUST BE VACCINATED AND BOOSTED for COVID-19.
  • Must be able to pass criminal/fingerprinting background check, TB Test, Physical Exam and Drug Testing.
  • Must have a valid California Driver's License and a clear DMV record.
  • Must have the visual, audio, physical and technical ability to independently operate a variety of office equipment and communication equipment.

Therefore, each employee must at all times be emotionally stable and able to function effectively with children, adolescents and adults who may have mental or behavioral health problems. The staff must be able to demonstrate appropriate daily behavior, appropriate expression of emotions as well as appropriate role modeling. Hostility, aggression, and unnecessary or inappropriate physical actions as well as inappropriate emotional expression are not acceptable.
