Ops Consulting LLC is Hiring a Senior Capture Manager (Intel Market) Near Hanover, MD

OPS Consulting is seeking a Senior Capture Manager to deliver innovative solutions to our customers across the full BD lifecycle. We are a mission-focused company responsible for capability development and operations support within the areas of high-performance computing, data collaboration, and advanced cyber and signals analysis.

Job Description:

As the Senior Capture Manager, you are empowered to execute the full BD lifecycle across multiple simultaneous pursuits and proposals. You will identify gaps and emerging requirements, perform market and economic analysis, conduct business intelligence, design and execute formal capture plans, and monitor competitor activity. You will collaborate with the Chief Strategy Officer and Division Directors to develop the overall BD strategy for each market, as well as internal and external partnerships, campaigns, and associated marketing to achieve organizational short and long-term goals. You will maintain assigned pipeline of opportunities and execute win strategies.

Primary Responsibilities:

  • Work with the Chief Strategic Officer and Division Directors to support overall strategy planning and linking of pursuits/capture activities to support business development pipeline metrics
  • Identify, develop, and implement near-term and long-term business strategies for growth
  • Continuously monitor the market to keep track of competitor developments and their impact on market share
  • Participate in business planning activities, to include monthly pipeline reviews, opportunity collaboration sessions, and gate reviews
  • Monitor the pipeline, recommend BD priorities and resource allocation
  • Contribute to the development and implementation of the growth strategy
  • Participate with OPS teams to understand emerging technology efforts
  • Coordinate meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices
  • Represent OPS in the industry through participation in industry-related organizations, conferences, and panels

Qualifications:

  • A Bachelor’s degree or higher preferred
  • 7 years of experience in business development, capture management and proposal writing in the Federal Government Contracting industry with specific experience concentrated within the Intelligence Community at Fort Meade preferred.
  • Proven track record of successful capture and pipeline management across multiple Intel organizations and program offices within a variety of acquisition sizes
  • Experience working directly with Intelligence Community and Government personnel, ideally in one or more of the following roles: Program Management or Engineering or Mission Operations
  • Experience with Government/DoD budget, investments, and acquisition processes
  • Demonstrated working knowledge of the Federal Acquisition Regulations (FAR)
  • Demonstrated thorough knowledge of various Federal purchasing vehicles (GSA schedules, IDIQs) and the federal procurement/acquisition forecast
  • Demonstrated experience actively participating in a proposal writing role that resulted in contract award.
  • Ability to research, analyze, coordinate, develop and maintain a variety of business development related documentation.
  • Demonstrated experience with CRM tools and pipeline maintenance, specifically: Salesforce
  • Excellent written and verbal communication skills and time management skills.
  • Strong analytic skills and demonstrated ability to direct and coordinate tasks/activities on time sensitive efforts to meet the proposal’s internal and external deadlines.
  • Ability to use automated tools such as Microsoft Office to present ideas, information, and reports
  • Leadership skills to develop, organize and execute significant capture activities, including building industry teams, assessing win probability, and executing customer call plans to shape acquisitions, win business with new and existing customers
  • Ability to gain internal support, and establish a solid working relationship with the Executive Team, Leadership Team including Division Directors, technical staff, and peers across the organization
  • Preferred experience managing an opportunity pipeline valued at $500 million or greater
  • Ability to travel locally in MD and NOVA markets 10% of time.
