Description
The Principal Financial Analyst is assigned advanced level responsibilities and will assist in planning and guiding the preparation of County financial reports including the Annual Comprehensive Financial Report (ACFR) and the annual Oklahoma County Budget. This position will use advanced professional knowledge and will coordinate closely with County Clerk and other Elected Officials and designated staff to analyze and review financial data of significant scope and complexity. May be asked to participate in boards and commissions as assigned. • Perform in a technical expert role to assist in the preparation of the Annual Comprehensive Financial Report (ACFR). Ensure the ACFR is prepared in accordance with Generally Accepted Accounting Principles and meets requirements set forth by the Governmental Accounting Standards Board (GASB) and the Oklahoma State Auditor and Inspector• Serve as technical expert and central contact in yearly preparation of the Oklahoma County Budget; analyze departmental budgets; prepare budget proposals and recommendations for highly complex departments. • Prepare Revenue and Fund Balance projections for the General Fund, Employee Benefits Fund, Workers Compensation Fund, Self-Insurance Fund.• Prepare annual Public Building Authority Financial Statements in accordance with applicable accounting regulations. • Provide general financial consulting services as requested to all County elected official financial representatives. • Develop and use systems and tools for financial analysis and to create financial and administrative reports. • Analyze the fiscal impact of proposed budgetary changes and considerations. • When assigned, attend Budget Board and other official meetings as County Clerk representative to present briefings, respond to inquiries, and make recommendations. • Present Monthly and Quarterly Report to Boards, Commissions, and Trusts as necessary. • Review and assist with preparation of Vendor 1099’s annually.• Develops additional financial reports as requested by County Clerk, Budget Board, Budget Evaluation Team, and County departments. • Interpret and apply established and new procedures and policies relating to operating budget analysis.• Additional duties as assigned.
Experience
8 years direct experience with 5 years of specialized financial and budget management experience. MUNIS ERP and/or local/state finance experience preferred.
Education Required
BS/BA in related discipline or equivalent, related experienceOpenings: 1

Work Hours: 8:00 am - 5:00 pm
