Office Of Management and Budget is Hiring a Chief Information Officer Near Washington, DC

This position is located in the Executive Office of the President (EOP) Office of Management and Budget (OMB). The Chief Information Officer (CIO) is responsible for providing executive-level direction in planning, implementing, and evaluating short- and long-range Information Technology (IT) activities to support OMB's technology strategic vision and cross-functional operational solutions.

Qualifications:

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level that demonstrates the ability to perform the duties described above, including progressively responsible supervisory or managerial experience demonstrating the ability to manage people and resources. You must submit a separate narrative statement that addresses each of the Mandatory Technical Qualifications (MTQs) related to this position as well as the Executive Core Qualifications (ECQs) related to all positions in the Senior Executive Service.

Your narrative statements should include examples of experience, education, and accomplishments applicable to the qualification. Structure your statements in terms of the action taken, the context or environment in which the action was taken, and the outcome or results from such actions. You should write each statement with the vacancy in mind as all qualifications are directly related to the position being filled. Be sure to include appropriate training and awards when addressing your qualifications. Please limit your narrative statements to two pages per factor.

If you do not submit a separate statement addressing these qualifications, then you will not receive consideration for the position.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): You must address each technical qualification separately. You are required to respond to all technical qualifications. Failure to do so will result in an incomplete application and you will be rated as 'ineligible.' Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:

MTQ 1: Describe your experience in information technology (IT) strategic planning and management, enterprise architecture, IT capital planning and investment, IT governance and management, and creating policies, processes and procedures to ensure compliance with Federal IT requirements and regulations.

MTQ 2: Describe your experience leading in a complex organization or setting, and knowledge of current and emerging trends and developments in IT, technology innovation, and data management to support an organization's goals, objectives, and mission.

MTQ 3: Describe your experience communicating IT policies and capabilities to a wide variety of internal and external stakeholders, and skill in partnering effectively with customers, collaborators, and stakeholders representing multiple disciplines, inferring IT requirements, expectations, and conveying IT vision, strategies, directions, and technologies.

MTQ 4: Describe your experience leading complex operating environments, including organizational re-design, change management, digital transformation and IT modernization efforts, and Federal Cyber and IT operating models, including budgeting, procurement, operations, governance, reporting, policy and practices.

MTQ 5: Describe your experience building and leading teams, engaging the workforce by managing staff performance, developing staffing and training plans, and working harmoniously with diverse groups and individuals ranging from junior staff to senior policy officials, demonstrating a commitment to building strong working relationships that advance diversity, equity, inclusion, and accessibility.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification Requirements listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five executive core qualifications. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter 'Refer to Resume' to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages.

Note: If you are a member of the SES, have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certificate of Completion of SESCDP) of your eligibility for appointment to the SES.

There are five ECQs:

ECQ 1: Leading Change - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2: Leading People - This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3: Results Driven - This core qualification involves the ability to meet organization goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4: Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5: Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Responsibilities:

As a Chief Information Officer, some of your typical work assignments will include:
  • Serve as the principal advisor and consultant to the OMB Director and members of the OMB senior leadership team on all OMB IT programs, strategies, and operations.
  • Establishing outcome-oriented IT investment strategies and performance measures that support the OMB mission, monitoring and evaluating performance of OMB IT programs, and continuously communicating the status of these measures to OMB employees and other stakeholders.
  • Aligning OMB's IT Enterprise Architecture with agency strategy, budget, and operational capabilities.
  • Understanding and participating in the OMB IT budget formulation process to obtain resources for and to prioritize IT projects in light of overall OMB priorities and objectives, integrating OMB IT performance with the OMB mission and budget process.
  • Establishing and developing IT security requirements and policies, ensuring compliance with government-wide law and policy.
