This position is located in the Immediate Office, House Information Resources (HIR), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House).

Qualifications:

•      8 years of relevant experience

•      Master’s Degree in Information Technology or Associated Discipline or equivalent senior level experience

•      Knowledge of a wide range of technical and administrative areas to include the preparation of directorate budgets and major hardware and resources procurements.

•      Knowledge of systems engineering principles and objectives.

•      Ability to recognize and deal with politically sensitive issues in both technical and legislative environments.

•      Knowledge of requirements definition and detailed design for Information Technology systems.

•      Ability to communicate effectively, both orally and in writing, with elected officials, senior staff thereof, information systems professionals, and technical and non-technical users.

Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.

This position is located in the Immediate Office, House Information Resources (HIR), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The HIR Immediate Office provides management and administrative support to HIR to facilitate their provision of technology solutions to the House. It also oversees all HIR Directorates’ budget planning, formulation, and execution; administrative support for the Chief Information Officer (CIO), Chief Operating Officer (COO), Chief Technology Officer (CTO), Chief Information Security Officer (CISO), Technology Governance and Compliance, and Business Continuity and Disaster Recovery (BC/DR); and provides administrative overhead costs in support of its mission. This position serves as the Deputy Chief Information Officer (DCIO).

Key responsibilities include acquiring and maintaining leading edge technology for the House; assisting the Chief Information Officer (CIO) in the formulation of managerial, systems engineering, and technical plans and the proper utilization of resources to achieve information technology program goals and objectives; providing the House with state-of-the art technical services; and ensuring that the processes operate on the highest standards. 

Grade level at time of appointment is determined by experience and designated level of responsibility. The position has day-to-day supervisory/managerial responsibilities.

This position has access to Personally Identifiable Information (PII).

Major Duties/Responsibilities:

•      Assists the CIO in directing the operations of HIR to ensure that the House’s information and communications systems meet the application and requirement needs of Members, Committees, and House support offices.

•      Acts to ensure the integrity of House data, proprietary information, and related intellectual property through information security and access management.

•      Develops strategic and operational plans that allow HIR to meet its objective of satisfying the information and communication needs of the House.

•      On a continuous basis, assists the CIO in evaluating the overall direction of HIR functions to ensure that all activities and projects are meeting the technological needs of the House and are effective and efficient.

•      Assumes managerial responsibility for HIR in the absence of the CIO. At the direction of the CAO and CIO, represents the CAO regarding HIR responsibilities at meetings and staff conferences.

•      Acts at the highest level with technical and non-technical user functions to determine the need and implementation process of systems for the House.

•      Participates in overall business planning, bringing a current knowledge and future vision of technology and systems as related to the House; determines long-term House-wide information needs and develops strategy for systems development and hardware acquisition and integration.

•      Directs the preparation, review, and consolidation of directorate information systems budget and business plans.

•      Assists in the establishment and maintenance of a management reporting system utilizing performance indicators.

•      Implements and administers special projects as directed by the CAO and/or the Committee on House Oversight.

•      Provides guidance and proposes formalized policies to the CAO in the establishment of technical policies for the House.

•      Ensures that HIR managers and contractors are aware of and understand applicable House policies and procedures and that they are provided management information to include changes or updates thereof.

•      Oversees and reviews vendor compliance to ensure accountability with House rules and regulations.

•      Provides guidance to staff and supervisors on desired results and planning considerations, monitors progress of assigned projects, and provides additional resources as appropriate.

•      Ensures subordinate supervisors are efficiently utilizing staff, maximizing resources, and developing subordinates to their fullest potential.

•      Establishes procedures to systematically and equitably review subordinate supervisor’s accomplishments and ensure recommendations from subordinates are consistent with the CAO mission and internal initiatives.

•      Performs other official duties as assigned.
