Duties
As a Supervisory Management and Program Analyst, you will perform the following duties which are not all-inclusive:
  • Oversees staff with primary responsibility for budgetary/fiscal planning, strategic human capital and workforce planning, procurement and property management; selects or recommends the selection of candidates for vacancies; develops and/or modifies performance standards; explains performance expectations to employees; drafting year-end performance ratings; manages, reviews and tracks timely submission of performance plans and appraisals; plans and schedules work of subordinate employees; sets and adjust short-term priorities; prepares schedules and assigns work to subordinates based on priorities; hears and resolves employee complaints; effects minor disciplinary measures such as warning and reprimands; identifies employee developmental needs and provides or arranges for training to maintain job performance.
  • Serves as an advisor to the Director on a budget and personnel issues. Oversees management of the agency's spend plan/status of funds and procurement activities.
  • Advises management on the status of recruitment efforts, personnel actions and HR-related issues. Prepares recruitment packages including drafting job analyses. Drafts position descriptions for new and vacant positions.
  • Serves as a consultant and problem solver on a variety of sensitive and potentially controversial policy and administrative matters.
  • Analyzes issues, prepare briefing papers, and recommend courses of action while exercising a combination of independent discretion and consultation with senior leadership; analyzes work processes to identify and address ways to improve operations and productivity.
  • Identifies requirements for additional resources including personnel. overtime, equipment, supplies, and space.
  • Plans, implements, and monitors high technical and complex programs and projects.
  • Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points.
  • Establishes and maintains working relationships with key stakeholders, including colleague agencies. Meets and deals effectively with agency management and high-level administrators of State and other organizations, as well as elected officials and their staff, officials of other Federal agencies, labor unions, and foreign dignitaries.
  • Identifies the need for special projects, initiates milestones/goals, and preparing detailed responses. Prepares briefing papers, recommended courses of action, and detailed responses to questionable problems.

Qualifications
To qualify, applicants must demonstrate in the resume one year of specialized experience equivalent to at least the GS-13 grade level in the Federal Service, which includes:
  • Involvement in the staffing/recruitment process which includes, developing job analyses, developing personnel policies/procedures, and collaborating with managers to answer HR-related questions such as on hiring authorities, position management, and/or staffing needs.
-AND-
  • Supervising, managing, or leading employees which includes evaluating performance, providing feedback, creating and managing workflow, and providing technical and administrative direction to subordinate employees.
Education
This position has no education requirement and there is no substitution of education for specialized experience at this grade level. Applicants must possess the required specialized experience.

It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
  • Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL.
